This position serves as Program Specialist in Engineering Service at the Mather facility for the VA Norther California Healthcare System (VANCHCS). The Engineering Service performs professional operational, technical and administrative engineering work associated with operating, maintenance and repair, and preventative maintenance (PM) at this highly complex, multi-mission medical center.

Duties

Serves as Engineering liaison and advisor on contract related services focusing on critical clinical equipment and support services required by engineering service in support of procurement for a wide variety of items to including specialized technical services. Renders expert contract pre-award and post award expertise to all Engineering Service lines within the VA Healthcare System (HCS) and supported catchment area. These duties include work associated with contract planning, implementation, oversight and close outs and includes Contracting Officer's Representative (COR) responsibilities for multiple contracts. This position will also provide administrative support to the temperature and humidity central tracking database for the Healthcare system. Major Duties and Responsibilities but not limited to: Serves as a Contracting Officers Representative (COR) or Alternate COR for facility contracts. Works closely with engineering staff, engineering managers, contracting officers, vendors, and other stakeholders to ensure that contract terms are met. Advises engineering management, and stakeholders of procedures and acts on the proper and supportable courses of action to be taken The incumbent will utilize their knowledge of industry and market to analyze potential sources new and old available to execute the Governments need. Incumbent would be responsible for procuring items for maintenance such as parts and general supplies. Items would also include specific checkpoint devices in support of expansion or management of the overall system and/or services and software. Conducts discussion as necessary with contractors for contract issues. Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive working knowledge and understanding of the functions and processes required for maintenance operations, supply and support services in enough depth to be able to perform contract work as a technical authority on contracting services for the engineering service. Knowledge of Federal, departmental, and agency contracting laws, regulations, principles, and procedures, contracts and provisions, financing, and methods of contracting applicable to the of engineering service. Strong knowledge of cost and pricing data and contract proposals to evaluate the offers for responsibility, and to evaluate contractor responsibility and performance . . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have e a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to this position. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. Physical Requirements: Contract inspections require a great deal of walking, climbing, standing and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position. Requires occasional travel to conduct inspections of facilities under contract execution for ensuring performance is meeting contract The work is sedentary. Typically, the employees may sit comfortably to do the work. However, there is occasional walking, standing, bending, climbing ladders, carrying light items such as reports or files, or driving an automobile.
