You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Transportation Branch (2813), Ordnance Support Division (281) of Navy Munitions Command NMCLANT Detachment Yorktown.

Duties

You will align program planning for movement of explosive and hazardous materials. You will check transportation files and logs to verify they are maintained properly. You will interpret traffic management operating procedures and controls for others to make certain the availability of responsive, efficient, and cost effective transportation. You will analyze transportation costs to develop more cost effective alternatives in procurement, storage, distribution, and stocking procedures. You will plan and direct transportation program work to meet goals or objectives. You will use transportation regulations to meet shipping requirements and budget specifications.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must attend and successfully complete a formal accredited course in the handling, transportation and certification of hazardous materials and a course in the inspection of motor vehicles and rail cars. Must attend refresher course every two years.

Qualifications

To qualify for the TRAFFIC MANAGEMENT SPECIALIST, GS-2130-07, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing analytical surveys and studies of traffic management functions, operating methods, procedures and performances. Experience classifying all domestic and export shipments moving commercially by air, water, rail, and/or motor vehicle. Experience coordinating information to schedule shipment dates, considers the compatibility, required delivery dates and destinations of material to enable the station to meet the needs of the customer. Experience determining carrier capabilities and performance standards, and safety of delivery of explosive shipments. Experience carrying out program planning, program evaluation, and technical advisory assignments. Experience monitoring newly established procedures and ensures that correct classification and shipping procedures are implemented.
