This position is a Supervisory Transportation Specialist for the Cincinnati VA Medical Center (CVAMC) VTP and will be the general supervisor of the Veterans Transportation Service (VTS), Lead Transportation Assistant, Transportation Assistants within the program.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Incumbent will assist in planning, directing, and managing the Medical Center's VTS program. The VTS program provides transportation at government expense to over 1,400 Veterans and their attendants traveling to and from VA facilities and other places monthly, for the purpose of examination, treatment, and care. Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services. The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another. Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed. Research transportation management innovations around the country. Remain current on best practices and concepts of transportation management. Develop new ways to remove barriers for transportation to VA Medical Facilities. Maintain communication with appropriate local, state, and federal agencies, and private interests. Provides daily supervision and guidance. Performs the administrative and personnel management functions relative to staff support. Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures, and sound management practices for VTS operations, drivers, and vehicle compliance. Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings. Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and section chief informed. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Examples of specialized experience would typically include, but are not limited to: Knowledge of extensive and diverse regulations governing a wide variety of passenger travel to make arrangements, provide advice or perform other work, including knowledge of various travel policies, rules, and guidelines of national, state, and local origin governing the VTS program and passenger transport via contracted vendors. Demonstrated interpersonal skills, including the ability to meet and work effectively with a wide variety of staff from many educations and skill levels, for the purpose of communicating clear instructions and interpretations. Knowledge in consult management, scheduling, admissions, discharge, transfer, and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside this medical center when not available at this facility or other VA facilities. Proficient in using Microsoft software and other software programs deemed necessary by the service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Duties will be predominantly performed in the VTS office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there is potential risk of exposure to disease. The incumbent must follow standard requirements for personal protective equipment where necessary. Education: Two full years of graduate education or a master's degree meets the requirements for GS-9.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. Only education beyond a one-half year (e.g. 6 months; 9 semester hours) of graduate level education may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
