Duties
Supervise, lead, mentor, and evaluate the work of subordinate engineers and staff to accomplish Test and Evaluation mission and functional goals in an Army Acquisition Project Office environment.
Manage the integration of Test and Evaluation functions into the acquisition process for weapon systems, subsystems, components, and/or associate systems by defining Test and Evaluation technical requirements and specifications.
Plan, document, coordinate, manage, determine readiness, execute, analyze, and report Test and Evaluation functions for a weapon system.
Prepare reports/briefing and coordinate with management, peers, and subordinates to understand future requirements and challenges in the development of highly complex ground or flight test programs.
Develop and manage budgets for Test and Evaluation projects including staffing/personnel, resources, test execution, analysis and reporting for weapon systems.
Requirements

Specialized Experience Statement - In addition to meeting the basic requirement above, to qualify for this position as a DB-04 applicants must possess at least one year of specialized experience at the next lower pay band level of a DB-03 or equivalent grade level in the Federal government. Specialized experience includes: supervising or leading a Test and Evaluation team of engineers for a weapon system in a Project/Product Office environment. Experience in reviewing and providing senior level feedback on Test and Evaluation regulations and/or guidance. Experience in conceptualizing, planning, coordinating, executing, analyzing, and reporting on test/demonstration efforts. Experience in the development, staffing and coordination of Test and Evaluation Master Plans (TEMP) for weapon systems. Experience as the Chair, function lead, or member of a Test and Evaluation Integrated Product Team (WIPT) while serving in a Test and Evaluation position/capacity.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12/13).
