About the Position: This position is located in the U.S. Army Corps of Engineers, Galveston District, Engineering and Construction Division. Remote work eligible in the San Antonio, Texas area.

Duties

Advise management and other personnel on quality processes and applicable certification matters with regard to the design and construction mission and technical elements. Communicate to the teamwork assignments, projects, problems to be solved, milestones, deadlines, program issues, etc. Monitor the organization's use of automated systems and activities to ensure compliance with directives and reporting requirements and make recommendations for corrective action. Communicate the organizational plans, mission, vision and values to team members. Establish and monitor objectives necessary to meet Congressional, Department of Defense, USACE, major subordinate command, district, and customer goals relative to all programs. Ensure that the Quality Management is operating properly and continually improves throughout all phases of project execution.

Additional information about transcripts is in this document. Basic Requirement: General Engineer (0801): Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience which includes 1)Analyzing Civil or Military construction project plans for compliance with organizations quality management system guidance. 2) Formulating recommendations to resolve quality management deficiencies in project plans. 3) Collaborating with representatives from organizations involved in construction projects such as Architectural Engineer firms, contractors, legal counsel, program, and budget analysts to relay information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). LeadershipQuality ManagementRequirements Analysis and Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). A RECRUITMENT INCENTIVE OF UP TO 25% OF THE BASE SALARY, MAY BE OFFERED, DEPENDING ON FUNDING AVAILABILITY AND MANAGEMENT DISCRETION. AN INCENTIVE MUST BE REQUESTED BY SELECTED APPLICANT AT TIME OF THE TENTATIVE JOB OFFER AND APPROVED PRIOR TO HIRE. AN INCENTIVE REQUIRES A SIGNED SERVICE AGREEMENT.
