You will serve as an ACCOUNTANT in the Navy International Programs Office (NAVY IPO) of NIPO FMS FIELD OFFICE.

Duties

You will apply and serve as subject matter expert for accounting principles, practices, and regulations (e.g. Generally Accepted Accounting Principles, DOD Financial Management Regulations, Chief Financial Officers Act, Federal Accounting Standards). You will analyze accounting and financial data, provide expert advice/recommendations for financial transactions, and ensure the integrity, timeliness, and accuracy of managerial accounting, budget execution, and financial management reports. You will interpret, apply, and implement new legislation, regulation, financial management policies, and internal controls to the Department's accounting and financial operations/systems. You will serve as lead for Financial Improvement and Audit Readiness (FIAR) activities, provide status reports and briefings assessing the command's financial audit readiness, and prepare/coordinate responses to external audits.

  • You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position (BUS-FM,Practitioner) is required within established category timeframes.
  • This is a Security Cooperation (SC) position and requires a DoD SC Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect 384.
  • Incumbent must maintain "good-standing" in an appropriate Area of Concentration (AoC) and Security Cooperation Workforce (SCW) Certification within prescribed timeframes. SCW level required: BASIC.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-III pay band in the Federal service or equivalent experience in the private or public sector: Developing, coordinating or implementing policies or procedures relating to audit readiness; Interpreting and applying Federal accounting, auditing, budgeting, and financial management principles and practices (e.g. Generally Accepted Accounting Principles, Chief Financial Officers Act, Federal Accounting Standards) to financial operations; and Analyzing and interpreting interrelated financial reports and documents. Education

Applicants MUST meet the following positive education qualification requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess:

A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing.
