This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Responsible for the implementation of environmental control programs and policies which covers a wide range of subjects concerned with environmental protection, enhancement, and the protection of natural resources.
Interprets constantly changing environmental program laws, regulations, and legislation to provide clear and unambiguous policies and procedures regarding compliance, enhancement, and restoration efforts for a complex Federal installation.
Performs duties to ensure installation-wide compliance with environmental laws, regulations, and policies.
Conducts environmental audits, research environmental laws and regulations, identify areas of potential impact and develop new or substantially modified methods, criteria and policies as solutions to unique problems.
Represents the installation in meetings with community groups, federal, state and local regulatory agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position involves duties which are subject to Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.

Qualifications

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Note: Each grade has different qualifications, which must be met in order to be considered for that grade.
Specialized Experience:
For the GS-09 Level: One year of specialized experience which includes: (1) Assisting in administrative or program work relating to environmental protection programs such as: solid waste, hazardous waste, water quality, air emissions, spill prevention/response, and natural/cultural resources; (2) Assisting with preparing and/or conducting briefings, group conferences or training programs on environmental issues; and (3) Utilizing a variety of computer-based programs and/or application systems to enter, revise, track and/or store environmental data/information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
For the GS-11 Level: One year of specialized experience which includes:(1) Advising, developing, managing, and/or performing administrative or program work relating to environmental protection programs such as: programs to protect or improve environmental quality, control pollution, remedy environmental damage, or ensure compliance with environmental laws and regulations; (2) Preparing and/or conducting briefings, group conferences or training programs on environmental issues; and (3) Utilizing data gathering and analysis techniques to collect and review technical information on environmental activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12 Level: One year of specialized experience which includes: (1) Advising, developing, managing, and/or performing administrative or program work relating to environmental protection programs such as: programs to protect or improve environmental quality, control pollution, remedy environmental damage, or ensure compliance with environmental laws and regulations; (2) Presenting high level, technical information on environmental issues through briefings, reports and/or studies to a variety of audiences; (3) Researching/analyzing environmental laws and regulations to identify areas of potential impact and developing solutions; and (4) Reviewing, drafting, and/or finalizing policies, principles, or standard operating procedures affecting environmental issues for assigned programs, such as: Pollution Prevention Program, Hazardous Materials/Waste Management, Clean Air Act, Spill Prevention, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
