About the Position: Serves as a Paralegal Specialist in the DHA Office of General Counsel, part of DLSA. This vacancy is located in El Paso, TX. Management may select at any of the grade levels announced.

Duties

Serve as the subject matter expert of the Third Party Collections Program, to adjudicate multi-million-dollar legal actions under Title 10 United States Code 1095 codified at 32 CFR. Communicates to DHA OGC leadership on assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion in preparation of audits. Analyze cases in different jurisdictions and governing state laws that may be at variance, legal documents, statutes, regulations, and other legal sources for precedential or analogous information and/or argument. Prepare various legal documents Provide guidance on DHA collections requirements, procedures, policies, and tips to maximize third party collections to all DHA MTFs. Identify the need for and develops standardized training for collections personnel. Research cases, laws, statutes, regulations, court rules, policies, procedures, legal periodicals, medical issues, and other legal or medical authorities that are relevant to the issue under all specialties. Prepare cash collection vouchers on all collections made and forwards such to the Finance and Accounting Office.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Approximately 5% travel may be required. Travel may involve local, and or overnight.

Specialized experience for the GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal government which includes: advising on changes to the Third-Party Collections Program (TPCP) regulations and directives to determine impact on the overall program; assisting with processing and collecting valid debts/claims to support increased reimbursement efforts Specialized experience for the GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal government which includes: planning, developing, interpreting, and resolving broad, complex and unprecedented problems; analyze issues of fact and issues of law to make recommendations to attorneys on factual and legal issues involved in their cases; and analyze new legislation, which has an impact on agency policies, procedures, and guidelines or implementation.
