Duties
This position serves as an Management and Program Analyst in a Bureau of Land Management (BLM) office at any organizational level. The incumbent performs developmental assignments that involve applying analytical and evaluative methods and techniques to well-precedented projects and studies. At this grade level, work assignments typically involve issues or problems of a procedural or factual nature and the incumbent works with a higher graded analyst or the supervisor to resolve such issues in accordance with established methods, guidelines and precedents. At this developmental level, the incumbent receives specific instructions for new or unusual assignments, and refers any deviations from established methods to the supervisor for additional guidance.
Understand basic budgetary and financial management principles and techniques as they relate to planning of programs and objectives with the department Financial and Business management System (FBMS).
Analyze findings to develop recommendations for increasing the effectiveness of internal programs or procedures, with office records, correspondence, and visitor services.
Analyze processes to determine the most efficient way to organize work within administrative programs, to include but not limited to Concur, QuickTime, CBS, Fleet and Property programs.
Assist specialists and data stewards with general electronic records management for each of their respective programs, entering objective and subjective coding data into the computer database.
Provide general information concerning office(s) operations to the public both orally and in writing.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience for GS-07- Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties: (1) preparing statistical data related to program or management activities for review; (2) analyzing problems to identify significant factors within administrative processes; (3) providing recommendations for improving the efficiency of internal administrative operations; (4) communicating with higher graded analyst to resolve administrative issues.
OR, Education for GS-07: Successful completion of at least one full year of graduate level education from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position.
OR, Combination for GS-07: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR, SAA for GS-07: Successful completion of a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society.
Specialized Experience for GS-09: Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) analyzing administrative systems, workflows, and/or reporting requirements to increase efficiency and effectiveness of program operations; (2) providing technical and operational support to higher-level specialists or management in planning and execution for programs and projects; (3) collecting and/or analyzing statistics and data for research of specific programs or issues; (4) conducting preliminary analyses on the organization, methods, and procedures for providing administrative support matters.
OR, Education for GS-09: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree, from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position.
OR, Combination for GS-09: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
