Incumbent is a licensed physical therapist and graduate from a degree program in physical therapy from an approved college or university accredited by the Commission on Accreditation in Physical Therapy Education (CAPTE). Incumbent demonstrates knowledge and skill in a range of interventions and treatment modalities associated with current professional physical therapy practice in a Primary Care Patient Aligned Care Team (PACT) PT setting.

VA Careers - Physical Therapy: https://youtube.com/embed/Gi2hoFqIoqY Major duties and responsibilities include: Clinical: Incumbent demonstrates a high degree of independence and professional judgment in planning and executing treatment programs to meet treatment objectives for the outpatient PACT PT population. Exercises originality in solving problems not covered by this guide, makes innovative adaptations of the clinical procedures herein to meet the highly varying needs of the PACT PT population and advises all other health care team members in this regard. Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy. Performs routine physical therapy evaluation and treatment for male and female patients aged 18-85+ years old. Stage of life is considered and used to modify evaluation and treatment based on the needs of the individual. Assessment of the patient's learning needs is performed and patient education is tailored to meet those needs involving the patient, family and significant others in the process as appropriate. Plans and carries out the full range interventions and treatment modalities across body systems and conditions (e.g. exercise and wellness recommendations in context of Health Promotion Disease Prevention, psychologically informed approaches based on biopsychosocial models, pain interventions, manual therapy techniques including spinal manipulation, dry needling, vestibular rehab interventions). Demonstrates knowledge and skill to perform and interpret procedures and tests in evaluating the treatment outcomes in primary care PT populations (e.g. comprehensive multisystem assessments beyond the musculoskeletal system including cardiopulmonary, integument, neurologic, lymphatic, pain and function). Ability to incorporate relevant findings from laboratory tests, pulmonary function tests, imaging and other medical tests in the comprehensive management of the PACT PT population. Makes recommendations and referral to other medical specialties/services as needs are identified during ongoing assessment. This includes early recognition of hallmark signs for chronic disease processes and ability to make appropriate referral/consultation, recognition and referral for psychological health conditions including depression and suicide screening, incorporating appropriateness criteria in making informed recommendations for laboratory, imaging, electrophysiological or other medical testing. Assists in the care of patients other than those of the specialized area of outpatient physical therapy as the needs of the department dictate. Maintains a workload consistent with the standards established by the REC&W Service. Education: Shares knowledge and expertise about the scope of outpatient PACT physical therapy practice and services with PACT teams, physical therapy department, REC&W Service, medical center and community. This is provided through direct consultation, mentorship, development of in-services and clinical training and leading by example. Develops and provides individualized clinical training experience for physical therapy students. Training experiences are designed to fulfill student educational and professional requirements. Student performance is evaluated in accordance with the American Physical Therapy Association and academic program guidelines. Provides PACT team educational offerings regarding Physical Therapy services through regularly scheduled meetings with PACT teams/providers. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and Experience: The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a Physical Therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a Physical Therapist. Doctorate degree in Physical Therapy. Licensure: Must hold a full, current, and unrestricted license to practice Physical Therapy in a State, Territory or Commonwealth of the United States or in the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Physical Therapist (Full Performance Level) Experience or Education. In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-11 grade level, hold a valid unrestricted state license. In addition, Physical Therapists assigned to this position must also demonstrate the following knowledge, skills and abilities (KSAs): Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy services. Skill in performing examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique psychosocial and environmental factors. Ability to interpret findings from examination and evaluation, select appropriate test and measures, and integrate findings into the physical therapy plan of care for the full range of patient populations. Ability to establish a diagnosis within the scope of physical therapy and identify the appropriate rehabilitation intervention, including referral to another provider for further consultation as clinically indicated. Ability to determine physical therapy prognosis by incorporating examination findings with the patient's preferences in order to set clinically appropriate treatment goals, optimize outcomes and maximize functional independence. Ability to independently provide clinical oversight of Physical Therapy Assistants as well as students on clinical affiliations who are in Doctoral PT Programs or PTA Programs. Preferred Experience: At least Two years of outpatient PT experience preferred. References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G12 Physical Therapist Qualification Standard. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-12. Physical Requirements: Moderate lifting and carrying (15-35lbs); pushing (1/2 hour); reaching above shoulder; use of fingers; both hands required; walking and standing up to 2 hours; kneeling and repeated bending up to 1 hour; ability for rapid mental and muscular coordination simultaneously; near vision correctable to 13" to 16" to Jaeger 1 to 4; both eyes required; depth perception; ability to distinguish basic colors and shades of color; hearing aid permitted; limbs required.
