This position is located in the Northern Region, Region 1, Nez Perce-Clearwater National Forests with a duty location of Kamiah, ID. Incumbent is responsible for administering a safety and occupational health program. The program encompasses safety inspections, investigations and reviews, training, recordkeeping and promoting the program. Duties

Provide policies and consultative services that facilitate safe, healthful, and efficient operations for employees, volunteers, and the visiting public. Conduct strategic planning related to development of annual action plans. Participate in the review of engineering drawings for new structures, construction, historic building preservation, and major alterations to facilities. Provide technical expertise to managers on risk factors, Occupational Safety and Health Administration (OSHA) requirements, proper selection and use of personal protective equipment, and safe work practices. Promote educational campaigns using posters, pamphlets, and literature to motivate visitors and employees to practice mishap prevention procedures. Independently administer a safety and occupational health program that spans Occupational Safety and Health Administration (OSHA) compliance, safety inspections, health and safety training, and accident investigation and reporting. Oversee an automated mishap data system and analyze mishap trends to determine contributing factors and to devise measures that are economically feasible in controlling or eliminating actual or potential hazards. Perform safety inspections and provide surveillance of facilities, operations, and hazardous work environments to determine safety compliance. Devise and implement measures to control or eliminate recognized hazards. Investigate mishaps and prepare detailed investigative reports, summaries, or facilitated learning analysis that may include a chronological narrative of factors contributing to the incident, including photographs, statements, and other reports.

Basic Requirement: Individual Occupational Requirement for Safety and Occupational Health Management Series, 0018: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. -OR- Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as one or more of the following: Provided technical guidance in the area of safety and occupational health; evaluated safety operational procedures and programs and recommended changes; Analyzed unsafe conditions and operations and provided recommendations for abatements; and/or Developed, directed and/or conducted safety training programs. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
