Duties

Plans, performs and reports contract audit assignments in connection with procurement and contracting activities between the Federal Government and the Contractor. Reviews standard audit programs and steps, previous work papers, reports, guidance material, draft audit reports with findings and conclusions on the audit performed in accordance with agency procedures. Maintains audit working papers including preparation of schedules, summaries, and reconciliations as instructed or appropriate. Performs assigned audit steps such as tests and examinations of contractor's direct labor and material costs. Checks reports, records, ledgers, and other documents against invoices, receipts, payroll slips, and other source documents. Verifies appropriateness of charges for materials and labor and determines that transactions have been properly recorded. Participates with other team members, providing updates on the status of audit assignments, sharing information, and identifying requisite revisions to the program and/or annual team goals. Maintains professional manner and working relationships with team members, associates, contractor and other government personnel. Prepares working papers and analyzes contractor data using automation tools.

  • Must be able to obtain and maintain a Secret clearance (at a minimum); some positions require a TS/SCI - Top Secret/Sensitive Compartmented Information; A Counterintelligence Scope Polygraph (CI/Poly) may be required
  • Must meet DoD Financial Management (FM) Certification Program requirements within two years of selectees start date.
  • Probationary Period: Selectees will be required to serve a 1-year probationary period.

Qualifications

Applicants must meet the Office of Personnel Management (OPM) qualification requirements for Auditor: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ Basic Requirements: All applicants must have one of the following: Degree in accounting Degree in a related field such as business administration, finance, economics or public administration and 24 semester hours in accounting including up to 6 hours of business law. Four years of accounting experience AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, applicants must have one year of specialized experience equivalent to the next lower grade. For the GS-07, specialized experience which includes: Working as a trainee accountant or auditor performing relatively simple audit steps and tasks such as examining routine financial documents, preparing simple summaries and schedules, and organizing work paper files. For the GS-09, specialized experience which includes: Performing audit steps and tasks of limited difficulty and complexity such as conducting evaluations, examinations, or other fact-finding studies and preparing draft audit reports using a practical application of auditing standards, procedures, and technology. For the GS-11, specialized experience which includes: performing audit assignments using conventional methods and techniques such as developing audit risk assessment and preparing audit programs/plans; testing and examining accounting systems and records, cost representations, and internal controls to assure compliance with accounting and auditing principles, standards and regulations; recommending initial audit determinations; preparing audit working papers and substantiating documents; drafting reports, or segments of reports, of audit findings, conclusions and recommendations. Volunteer Experience: Paid or unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying volunteer experience.

Education

Applicants may substitute education for Specialized Experience as follows:

For the GS-07: One year of progressively higher level graduate education with major study in accounting, auditing, or related discipline, or superior academic achievement.

For the GS-09: A master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's degree or LL.B. or J.D. with major study in accounting, auditing, or related discipline.

For the GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be use to meet total experience requirements.

To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
