The Supervisory Program Analyst provides claims processing and program support for the Office of Finance, Payment Operations to ensure programs are administered efficiently, cost effectively, and in compliance with regulations and laws. The incumbent will conduct studies, statistical and financial analysis, investigations, tasking, manpower, detect deficiencies and inefficiencies, and provide recommendations to improve management of resources and mission effectiveness.

Duties

Identifies causal factors for beneficial and non-beneficial variations from expected trends and makes substantive recommendations to improve effectiveness of the program; Assess the success or failure in attaining program operational goals and objectives; Analyzes information to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of findings; Provides staff support for quantitative and qualitative methods, provides guidance, consultation, and administrative support in developing, analyzing and evaluating multiple programs; Performs all the supervisory functions and personnel issues for the unit; Accumulates statistical data for workload and production reports and for resource requirements forecasting budget planning; Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide range of non-recurring reports; Provides substantive recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products, or services or making other changes to more efficiently and effectively utilize resources; and Develops plans to carry out studies and identifies the parameters of the study information necessary to prepare sufficiently detailed reports to be considered valuable to leadership in the decision-making process. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday; 40 hrs per week; TOD to be set based on organizational need Compressed/Flexible: Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assists in conducting studies based on workload, utilization, costs, work methods and procedures, organizational and functional alignment and program goals established by leadership. 2) Utilizes comprehensive program management analysis techniques and methods to develop information for comprehensive reports that address such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits. 3) Assists with conducting studies, statistical and financial analyses, investigations, tasking, manpower, work methods to detect deficiencies and inefficiencies, and provides recommendations to improve management of resources and mission effectiveness. 4) Provides data abstraction and provides analysis of data/information as part of the reviews. 5) Assists with the constant redistribution and re-balancing of workloads due to fluctuating workloads and deadlines, as well as scheduled or unscheduled leave and frequent vacancies. OR GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Possession of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Possession of Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be substituted to meet the experience requirements for GS-09 position. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Conducts studies based on workload, utilization, costs, work methods and procedures, organizational and functional alignment and program goals established by leadership 2) Employs comprehensive program management analysis techniques and methods to develop information for comprehensive reports that address such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits 3) Conducts studies, statistical and financial analyses, investigations, tasking, manpower, work methods to detect deficiencies and inefficiencies, and provides recommendations to improve management of resources and mission effectiveness 4) Completes data abstraction and provides analysis of data/information as part of the reviews 5) Provides constant redistribution and re-balancing of workloads due to fluctuating workloads and deadlines, as well as scheduled or unscheduled leave and frequent vacancies 6) Checks attendance and grants leave, recommends selection of new employees, initiates disciplinary actions, recommends promotions, reassignment, or other status changes, initiates performance awards handles complaints and grievances, and conducts interviews 7) Conducts informal training and provides cross-training, keeps subordinates informed of management policies and goals, sets performance standards, and prepares formal evaluations of each employee's performance. OR GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Possession of a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Possession of combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-11 position. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
