You will serve as an EXPLOSIVES SAFETY SPECIALIST in the Operations Department of NAVSTA.
Duties
You will advise others on explosives safety standards, practices, and/or procedures to minimize potential safety hazards.
You will administer and/or evaluate an explosives safety program to oversee the safe and efficient handling, storage, transportation, disposal, and/or treatment of explosives.
You will mentor personnel to meet policy and regulations requirements for explosives safety qualifications and certification.
You will collect and/or review mishap data to recommend ways for reducing or eliminating explosive mishaps.
You will communicate orally with command officers, department heads, division leaders, and the Executive Director to provide advisory services.
You will prepare written inspection results to document and maintain record of deficiencies and corrective actions and verify corrective actions are being taken.

- You will be required to obtain and maintain a current valid United States drivers license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 100 level as part of the Individual Development Plan as established by the Supervisor.
- Position requires satisfactory completion explosives safety courses, IAW (NAVSEA OP-5).
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Upon assignment the employee must complete the training or recertification within 24 months. If employee does not satisfactorily complete or maintain recertification, employee will be subject to removal/reassignment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Experience in applying health principles, practices, procedures, and regulations to the performance of a full range of safety management responsibilities on a military installation and the planning, organizing, directing, operating, and evaluation of a safety program. 2) Experience in developing local standards, guidelines, standard operating procedures and instructions to eliminate or control safety hazards relative to the assigned organizations. 3) Experience overseeing complex work operations and conditions found in maintenance shops, maritime work, military training and other activities typical of naval bases which enable the incumbent to analyze mishap data, discover factors and to develop techniques to prevent or reduce the possibility of mishaps. AND 4) Experience in determining compliance for construction standards, practices and techniques, materials, equipment and utilities systems sufficient to determine compliance with building safety standards and to develop effective controls of work and equipment hazards resulting from new construction or modification of current facilities.

Education
Specialized experience may be substituted with the following education:A Ph.D. or equivalent doctoral degree.

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
