The incumbent is the Lead All-Employee Survey (AES) Coordinator and is responsible for the overall management of the (AES), along with supporting education and training activities to include simulation activities, audiovisual support of training programs, and administrative support of Resuscitation Education and Innovation (REdI) program, Talent Management System (TMS), and Prevention and Management of Disruptive Behavior(PMDB) programs.
Duties
The Program Specialist performs duties directly contributing to the administrative and clinical management of the Veteran/Employee Education Service. This position is located in the Veteran/Employee Education Service (V/EES), Memphis VA Medical Center. The incumbent of the position reports to the Chief of Veteran/Employee Education Service. The core duties of the position include but are not limited to the following:
Provide administrative and clerical support.
Prepare correspondence and reports using document, spreadsheet, and graphic software.
Answer telephone calls and answer inquiries from internal and external customers.
Prepare, submit, and maintain time and attendance records.
Ensure all mandatory employee education and training is tracked and completed.
Schedule appointments, coordinate meetings, and/or schedule conferences and teleconferences for clinic leadership.
Analyze information and data; assist in preparation of presentations and proposals.
Manage fund control points and Government Purchase Card.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
In addition to the Time-in-Grade requirement, you must also meet specialized experience.
GS-7 REQUIREMENTS
GS-7 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Developing and maintaining data dashboards and presenting of analysis.
Analyzing information and data.
Demonstrating experience with Microsoft Excel and SharePoint.
Simplifying or improving procedures and processes.
Coordinating and assigning all training development requests from internal and external customers.
Scheduling appointments/meetings.
Preparing correspondence and reports.
Managing fund control points.
Acting as a liaison with Human Resources and other entities concerning personnel-related matters.

EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement.

COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION: Applicants may also combine education and experience to qualify at this level.

PHYSICAL REQUIREMENTS: Physical demands of the position require walking, bending, stooping, and carrying are
required. This position is not eligible for telework.
