The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Personal Property and Passenger Travel Section.
Duties
Plans, organizes, and directs the activities of the personal property and passenger travel section of the Traffic Management Office, ensuring that personal property and passenger travel functions complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities over military and civilian employees assigned to the Personal Property and Passenger Travel Section
Represents the Personal Property and Passenger Travel Section with a variety of installation and functional area organizations
Directs operations of the commercial transportation passenger travel section engaged in the movement of military and DoD civilian employees and their dependents authorized by official travel orders
Directs operations of the personal property processing office (PPPO) engaged m the efficient and effective movement of personal property for DoD military and civilian members and their dependents

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
- Must be able to obtain and maintain Secret clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes knowledge of the full range of transportation policies, practices, and techniques to include knowledge of travel assignments, personal property movement, personal property entitlements, commercial industry practices, international, state and local laws, and operations for shipping and storage within the transportation function; Knowledge of different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning foreign and domestic relocation and/or travel for DoD military/civilian personnel and their dependents. Knowledge of safety, security, personnel management and EEO regulations, practices, and procedures; Knowledge of contract quality assurance procedures and enforcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS CURRENT/PREVIOUS FEDERAL EMPLOYEE: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of traffic management operations to include all aspects of personal property and passenger travel
2. Knowledge of personal property and passenger travel programs, directives and policies
3. Knowledge of safety and security regulations, practices, and procedures
4. Ability to analyze, plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Ability to communicate effectively, both orally and in writing, facts concerning traffic management directives, entitlements, restrictions, etc, to headquarters, superiors, employees, and customers.
6. Skill necessary to provided personal property and passenger travel services to customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
