This position provides Network-wide human resource support work in the VISN Shared service Unit (SSU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits and Leave Administration functions are completed in a timely fashion. Duties

Duties include and are not limited to the following Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, leave journalizing, and TSP changes). Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). Provides support to current staff and prospective staff responsible for starting, stopping or changing employee benefits upon request. The incumbent provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in WLB. Assists HR Specialists on special projects by gathering and organizing data, identifying issues and discrepancies, formatting material, and recommending improvements and solutions. Develops presentations, reports and analyses, as needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00AM to 4:30PM. Telework: May be available 1-2 times per week. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience to Qualify at the GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in human resources benefits and coding, using a variety of automated programs; Experience performing data entry and typing correspondence and other documentation without supervision; Reviewing documents for completeness and compliance with established guidelines; Advising employees in regards to their benefits eligibility; Assisting and/or training others with human resources such as employee benefits, process, and use of automated systems. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 6 months of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first three months of graduate education to qualify. Specialized Experience to Qualify at the GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Initiating all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes); Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action; Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security); Experience in using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide to code personnel actions for employees under different pay systems; Verifies accuracy of generated and coded personnel actions for all assigned entries in HRSMART. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 year of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first six months of graduate education to qualify. You will be rated on the following Competencies for this position: Computer SkillsCustomer Service (Clerical/Technical)Employee BenefitsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
