The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

Duties

Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area; Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes; Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.); Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures; Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations; Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters; Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance; Provides consistent and effective outreach to community transit authorities; Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports; Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities; Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.; Assures that all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position; and, Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Education

Education must be obtained from an accredited institution at the time of graduation.

Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Education and experience requirements:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
