This position collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System and is located within the Supply Chain Management Service at the Cincinnati VA Medical Center.

Duties

Major Duties: Develops Metrics, resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs. Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement. Recommends alternate courses of action in resolving problems critical to current and future logistics requirements. Reviews, coordinates and integrates commodity management of assets. Initiates and tracks forecasting actions for assigned items for future requirements. Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements. Provides disposition instructions for excess and dormant material at the health care system. Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Troubleshoots and resolves issues where supply chain deficiencies affect the mission. Ensures collaboration with appropriate managers to provide detailed data analysis. Determines underlying causes of deficiencies, isolates sources of problems, and takes corrective measures by reviewing, interpreting, applying customers' processes and makes recommendations. Documents recommendations and identifies changes to governing regulations, highlights conflicting directives, and outlines corrective measures. Develops automated tools to support maintenance supply chain management research, simulation, and analysis. Acts as an advocate interacting with management over supply status, procurement, and direct release of materiel from health care system. Disseminates logistical and information to the facility and resolves problems. Assures continuity of supply support for spare and replacement parts. Coordinates and communicates projected and programmed new maintenance programs and mission needs directly with logistics. Promotes continual improvement actions based on identified metrics and/or process gaps and variation. Completes analyses of cost containment and effectiveness, quality and economy of operations, and special surveys. Analyzes the effectiveness of logistics and vendor support services. Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researches and studies private industry as well as best practices to develop and apply concepts that best fit and support Supply Chain requirements. Serves as an active participant in the development and documentation of supply chain policy and procedural directives. Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements; including supply, procurement, disposal and reutilization, hazmat handling, storage and stockage, logistics data and information, order fulfillment, discrepancy reporting and returns processing, procurement, contracting, production, finance, requirements determination and other collaborative demand planning, transportation, cataloging, provisioning, storage, and distribution. Supports long range supply chain requirements and interactions, optimizing supply chain support. Advises supply chain personnel and program managers of new and pending changes in supply chain management policies and procedures, alerting them to the projected impact on logistics operation, planning and support and areas of emphasis required to ensure continuity of operations. Serves as the technical advisor and consultant to top management and respective program managers on both logistical and general management matters. Provides authoritative advice in planning their programs related to supply support matters. Analyzes the implications of laws, rules, regulations, and policies as well as technical and administrative trends at the local levels. Reviews work in progress and prepares reports/briefings as required upon completion of the project. Serves as representative on customer projects and works groups designed to improve joint processes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or (3) three full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Logistics Management Specialist position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate-level education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
