This position is a Engineering Equipment Operator, WG- 5716-9 working in Titusville, Florida for the R4-Merritt Island National Wildlife Refuge. This is a term position expected to last 13 MONTHS but may be extended up to a total of 4 years at management's discretion.

Duties

As a Engineering Equipment Operator your duties will include but are not limited to the following: Operate heavy equipment to excavate, backfill, grade, or level earth to specifications on such projects like repairing and maintaining trails, roads, canals, tunnels, dykes and work on construction sites. Move earth on various terrain including moderate slopes, graded curves and shoulders, rocky or soft ground, vertical drop-offs, forests, and other surfaces with similar rough features. Clear brush, small trees, tree stumps, and rocks, and developing fire lanes, remove piles of dirt/rock/debris. Operate a variety of farm/agricultural tractors with auxiliary equipment (belly mower, bush hog, disk, sickle bar, and sprayer, etc.). Maintain equipment by checking fluids, lubricating performing safety checks, replacing hoses, belts, fuses, light bulbs and rebuilding components. Troubleshoot and perform repairs to a variety of heavy mobile equipment and vehicles by removing, adjusting, or replacing defective or worn parts and components. Makes repairs to building and facility electrical systems such as lighting and power fixtures, wiring, fire or water alarm systems, and emergency power systems. Installs outlets, switches, light fixtures, regulators, and circuit breakers. Construct, install, or repair items such as frame structures, decking, partitions, shelving, doors, forms, siding, and scaffolds. Measure, cut, construct, install, repair, and modify wood, composite, and wood substitute items to rough finishes. Keep written maintenance records for all equipment operated and keep equipment log books up-to-date at all times.

  • Drug Testing Position: Selectees tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.
  • Driver's License: Selectees may be required to possess and maintain a valid State driver's license at all times during their tenure.
  • Uniform: Official U.S. Fish and Wildlife Service uniform MAY be required.
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
  • Incumbent must maintain certification on all equipment he/she operates
  • Probationary Period: Selectees may be required to successfully complete a probationary period.

  • This position requires the employee to obtain and maintain a valid Class A State Commercial Drivers License (CDL) to operate various vehicles and equipment.
  • This position is subject to physical examination and drug and alcohol testing requirements as established by the department of Transportation (49 CFR 391.41 (b)(l) through (b)(13)).

Qualifications

By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation. http://www.opm.gov/qualifications/x-118c/ Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements. The screen out element for this position is: Ability To Do The Work Of The Position Without More Than Normal Supervision. Operation of Motor Vehicles. Ability to Drive Safely (Motor Vehicles). Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation). Work Practices (includes keeping things neat, clean, and in order). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
