This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Medical Occupations to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as Lead Occupational Health Nurse for the Region but located in Kansas City District. Responsible for administration of the program for organizational elements located throughout a large and diverse geographical area, engaged in widely dispersed and diversified activities.
Duties
Serves as the Lead Occupational Health Nurse (OHN) and coordinator for the Regional Occupational Health Center (ROHC) that serves civilian and military personnel assigned to the U.S. Army Corps of Engineers, (USACE), Northwestern Division (NWD).
Plans, organizes and coordinates program operations of the Regional Occupational Health Clinic (ROHC) and determines its personnel and budgetary requirements based on existing or planned levels of service, programs, and/or anticipated problems.
Executes a comprehensive Occupational Health Nursing Program to promote the health, efficiency and well-being of civilian and military personnel assigned to the Districts within NWD and to the outside federal agencies served by the organization.
Coordinates medical support services as related to all program requirements.
Provided occupational health support to various USACE deployable teams.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 40% of the time.
- This position has a requirement to lift up to 25 lbs. in the regular performance of duties.

Basic Requirement for Nurse (Occupational Health):
A. Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
B. Specialized Experience: At least one full year of professional nursing experience (equivalent to the GS-11 grade level or above) which includes: 1.) managing occupational health services and other administrative nursing functions; 2.) performing health evaluations of employees; and 3.) providing education and training in first aid, CPR, and AED; AND on jobsite health hazard awareness and prevention.

Exemption: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirements below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program. OR
3 full years of progressively higher-level graduate education from a professional nursing program.
C. Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
