About the Position: This position is a TERM Not to Exceed 13 months position. It is time-limited and may be extended up to a maximum of eight years.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when incumbent is eligible.
Duties
Prepares damage inspection reports completed at shipper’s residence or warehouse.
Assists customers by providing information concerning the claims process, professional gear, contractor information and resolving disputes with the contractor.
Inspects contractor’s performance at owner’s residence and at warehouse during packaging, packing, crating, loading, shipping, unloading, uncrating, and unpacking.
Ensures the customer understands the contractor and their own personal responsibilities in connection with the shipment of their personal property.
Processes inbound/outbound inspection data through Transportation Operational Property System (TOPS), Defense Property System (DPS) and/or other required systems.
Performs damage inspections when requested by shipper, carrier or claims office.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Must be able to obtain and maintain a Government vehicle operation certificate, within 30 days of employment.
- May be required to work Army Power Projection Platform (AP3) Operations utilizing a skill that is classified no higher than the current grade. Work may involve shift work, weekends, or holidays.
- May be required to work various hours to include holidays, weekends, or on-call duty.
- Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-05:
Specialized Experience: One year of specialized experience which includes 1) Locating inbound or outbound personal property shipments; 2) Ensuring property shipments are properly labeled; 3) Resolving customer shipping complaints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06:
Specialized Experience: One year of specialized experience which includes 1) Monitoring inbound property shipments from a variety of locations such as domestic and overseas locations; 2) Providing information to customers regarding shipping their personal property 3) Resolving customer shipping complaints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Admininstration, Commerce, or Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-07:
Specialized Experience: One year of specialized experience which includes 1) Monitoring inbound property shipments from a variety of locations such as domestic and overseas locations; 2) Assisting with preforming personal property damage inspections; 3) Assisting with inspections to determine if personal property has been packaged properly. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Admininstration, Commerce, or Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Education
