The Health System Administrator (Deputy Network Director) is accountable for the network's management of finance, logistics, capital asset services, strategic planning, safety, police, prosthetics, health talent management and public affairs and alignment of these functions and practices to the Veterans Health Administration (VHA) and Department of Veterans Affairs (VA) policy and direction. In addition, the incumbent assists the Network Director in advancing the goals of the Network and VHA.
Duties
Major Duties:
Advising the Network Director, other members of the Network's management team, and those at the Network's health care facilities in all aspects of finance, logistics, and capital asset management operations
Ensures the Network and its facilities are in full compliance with VHA and VA policy and regulatory requirements in all finance, logistics, and capital asset management operations.
Collaborates with leadership to implement Network-wide and national policies and procedures
Attracts, retains, and motivates a diverse group of top-quality professionals and administrative employees throughout the Network's finance, logistics and capital asset management operations
Assists the Network Director in special operational assignments often of a highly sensitive nature and must be knowledgeable of and understand the missions, functions, and operation of Central Office, Network, and Medical Center
Provides input to and makes decisions that have strong impact on medical center, Network and national matters
Requires extensive knowledge of finance, logistics, and capital asset management principles, quality assessment, and administrative management of remote site financial operations
May represent the Network Director at meetings of community and government leaders
Understands the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, neuro-psychiatric medical centers, nursing homes, outpatient clinics, and organizational components of VA Central Office as it relates to finance, logistics, and capital asset management operations
Provides management and leadership by carrying out the policies and procedural instructions as established by the Secretary, Under Secretary for Health, the Department Chief Finance Officer (CFO), Network Director and other authorized VA representatives in the following areas:
Finance:
Develops and implements the VISN financial plan and budget
Oversees VISN CFO and appropriate allocations of resources to the Network's health care facilities
Oversees VISN CFO and the Network resources planning activities with the Central Office
Develops and disseminates management reports
Provides fiscal oversight for the Network and all its care delivery entities
Ensures that cost efficiency is maximized without adversely compromising patient care
Ensure that sound fiscal practices and performance is consistently maintained
Actively conducts financial quality assurance reviews to monitor practice and identify early indicators or erroneous practices and opportunities to improve
Logistics:
Consistently adheres to VA procurement regulations and policies
Ensures the efficiency and sound management of inventories
Ensures the Network maximizes its use of standardized commodities
Assists in the negotiation of managed care contracts with external providers and monitors the fiscal and contract elements for contract performance
Coordinates and oversees Network expertise and solicits the assistance of subject matter experts to address specific problems or changes identified by Network and/or facility leadership
Assumes responsibility for contracting functions with the Network, increasing the efficiency of these functions
In conjunction with the Network Director, formulates and implements major corporate Network operating policies
Capital Asset Management:
Assists in developing the Network's capital asset goals and objectives, and short and long-range plans for achieving them, consistent with identified methods of efficient operations
Assures the existence of a data management reporting system, which provides appropriate data for decision-making in capital asset management and changing usage
Establishes capital asset management policies to maximize efficiency and investment opportunities
Consistently adheres to VA capital asset management regulations and policies
Assures coordination between facility leads and the Network official
Ensures capital assets support the VHA's strategic plan and the Network's tactical plan

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50 that clearly demonstrates one-year time-in-grade.

Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Specialized Experience (for positions above GS-5):
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs
Special Provision for In service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
AND
Group Occupational Standard:
Specialized Experience: Health System Administrator GS-15: Applicants must have at least one year specialized experience that provided the knowledge, skills, and abilities to perform as an Health System Administrator at the GS-15 level. To be creditable, the specialized experience must be equivalent to the next lower grade (GS-14) in Federal Service. Examples of qualifying specialized experience would include, but not be limited to:
Knowledge and experience with theories and principles of health care administration and financial management and operations
Knowledge and experience with market research principles to develop a regional business plan
Knowledge and experience planning and forecasting techniques, as well as the missions, operations, and workload of each facility within the Network
Comprehensive knowledge and ability to interpret VA policies, administrative laws, regulations, and policies and procedures applicable to the administration of veterans health car programs
Ability to consult ( i.e. resource allocation matters)
Leadership experience ( i.e. management of staff, development of an integrated health system, staff coordination)

Physical Requirements: The position requires that the incumbent travel for a significant amount of time both within the Network's geographic area as well as for national meetings.
