The purpose of this position is to serve as an Advanced Medical Support Assistant (AMSA) assigned to Compensation & Pension (C&P)/Employee Occupational Health (EOH). The AMSA position is a fundamental role within the Veterans Health Administration (VHA) Patient Centered Medical Home Model Transformation Initiative. Patient care is delivered in a team-based model known as the teamlet. The teamlet provides the majority of the healthcare needs for an assigned panel of patients.
Duties
AMSA is responsible for assuming additional duties and responsibilities in the absence of other AMSAs to ensure the smooth flow and continuity of the Compensation and Pension (C&P)/Employee Occupational Health (EOH) programs. The incumbent must monitor the requests received, Audiocare system, emails and phones and is responsible for cancelling/rescheduling appointments diligently, documenting attempts, sending letters, etc.
The Incumbent must operate as a team member with self-maintained assignments to accomplish C&P/EOH goals within a timely manner. AMSA must have the ability to function in any of the various duties required to ensure C&P/EOH operates competently and precisely.
The AMSA is responsible for processing VA Forms 21-2507 and improving the administrative functions in the C&P program and should become familiar with Veterans Health Administration (VHA) Office of Disability and Medical Assessment (DMA) C&P Disability Examinations Procedure Manual. The incumbent must have a working knowledge of Computerized Patient Record System (CPRS) and Veterans Integrated System Technology Architecture (VISTA) as well as be able to learn additional systems used in C&P/EOH such as Compensation and Pension Record Interchange (CAPRI). The incumbent is responsible for working with Veterans Integrated Service networks (VISN), Veterans Benefits Administration (VBA), the Regional Office (RO), Department of Defense (DOD), and various other services to accomplish their duties. The incumbent may have additional responsibilities of receiving emails from Human Resources (HR) requesting appointments for applicants or transferring employees, scheduling/rescheduling appointments, entering labs and responding to HR with necessary information to facilitate and empower the onboarding process, working with Safety & Industrial Hygiene Management on the surveillance program, receiving lists of employees needing surveillance, scheduling/rescheduling surveillance appointments, maintaining and updating Excel spreadsheets, Access Databases and various other programs such as Veterans Health Administration (VHA) Performance Improvements System (PIMS), Environmental Agent Service (EAS) Registries information system, etc. The incumbent may be responsible for record keeping in accordance with references VHA Directive 6300, VA Handbook 6300.1 and CTVHCS Records Management Policy #00-015 to include proper security and dispositioning of the employee medical record. AMSA will be responsible for routine office work such as keyboarding, printing, copying, scanning, answering phones, customer service/experience, etc. Appointments will be scheduled according to VHA Directive 1230, VHA Directive 1231, and VHA Directive 1232, VHA DMA C&P Disability Examinations Procedure Manual, and any other directives. The AMSA will schedule labs and may have to coordinate with the laboratory to schedule drug tests (DT) or obtain results of DTs for new or transferring employees. The AMSA will be responsible for checking in employees for appointments and no showing the clinics at the end of the day. The incumbent will process requests for accommodated parking permits and employee clearances. Incumbent is responsible for differentiating and discerning between the following exams: Pre-employment, Incoming/Outgoing courtesy, On-the-job injury (OJI)/Blood-borne exposure (BBE), surveillance exams, Registry exams such as Agent Orange Registry (AOR), Gulf War Registry (GWR), Ionizing Radiation Registry (IRR), Depleted Uranium (DU), Persian Gulf Environmental Exposure, Operation Enduring Freedom (OEF)/Operation Iraqi Freedom (OIF), Prisoner of War (POW), etc.
The incumbent will be responsible for all other duties assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education.
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
Education. One year above high school; OR,
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation.
Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.

English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment listed in paragraph 3 above, the following education and experience criteria must be met when determining the grade of candidates:
Medical Support Assistant (Advanced), GS-6
Experience. One year of experience equivalent to the GS-5 grade level.
Examples of experience include but not limited to: independently performs a full range of duties [related to the delivery of healthcare services in an inpatient or outpatient setting. Advises clinical staff on current administrative processes. The MSA is responsible for answering phones, greeting patients, relaying messages to appropriate staff inside or outside of the unit, scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments at this level include, but are not limited to: scheduling, canceling, re-scheduling patient appointments and/or consults; entering no-show information; monitoring appointment requests from multiple electronic sources; participating in huddles with other MSAs and/or clinic staff to determine the daily needs of the clinic, monitoring both inpatient and outpatient appointments in areas of responsibility; verifying and updating demographics and insurance information when patients check-in for appointments. Coordinates administrative functions relating to emergency and non-emergency transfers to other VA facilities or private hospitals and determines appointment type based on the patient's eligibility status (i.e., TRICARE, sharing agreements, collaterals, research patient, VA employee, etc.).
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
Ability to collaborate and communicate [with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
Preferred Experience:
At least 1-year experience in scheduling appointments.
Previous administrative experience; 1 year or longer
Proficient in scheduling systems and Microsoft Office.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs.

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is a GS-06.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
