The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Health Technician (Ophthalmology). The Supervisory Health Technician (Ophthalmology) will function in Surgical Service.

Duties

Major Duties and Responsibilities include. but are not limited to: EYE CLINIC OPERATIONS MANAGEMENT: Fosters and supports an environment that provides the highest quality eye care. Addresses any staff issues impacting such goal. Proactively identifies gaps and develops/presents/implements strategies and plans to help achieve this end. Achieves this while: Delivering proactive and effective communication. Promoting a team approach. Collaborating with all eye clinic staff. Clinic Scheduling: Assists in implementing necessary clinic schedule changes. Ensures clinic schedules are accurate and works closely with MSAs, CBOC managers, and Chiefs to ensure this end. Personnel Scheduling: Coordinates and manages all technician scheduling to ensure adequate staffing and clinic coverage. Manages scheduled and unscheduled absences to ensure patient care is optimized. Ensures appropriate use of leave. Stays aware of rotating resident schedules and assists with ensuring proper on- boarding of rotating residents. Manages fee basis or contractual provider contracts in conjunction with appropriate section chief. Equipment Management: Assists with procurement of new equipment. Helps identify eye clinic equipment needs and assists in development of annual budgetary requests. Helps ensure the proper functioning, maintenance, and management of eye clinic equipment. Identifies, procures and coordinates necessary tasks/resources/personnel (e.g., Biomed, IT, vendors, etc.) to timely address any nonfunctioning equipment. Supplies Management Ensures eye clinic has necessary supplies in stock. Identifies any supply chain issues and works with appropriate personnel to address any shortfalls in a prioritized manner. Facilities/Space Management: Helps manage clinic space allocation and utilization. Patient Liaison: Serves as first line to help address veteran concerns and patient satisfaction, involves providers as appropriate. Manages, addresses, and triages as appropriate Patient Advocacy issues and other patient inquiries constructively and appropriately. Conducts Quarterly Eye Clinic meetings Conducts regular meetings with the Section Chiefs as needed. ADMINISTRATIVE MANAGEMENT: Fosters and supports a professional environment within the eye clinic. Addresses any staff issues impacting such goal. Proactively identifies gaps and develops/presents/implements strategies and plans to help achieve this end. Liaison to other internal business units, including, but not limited to: Human Resources OIT (Office of Information Technology) Bio-med Engineering Logistics EMS SPS Patient Advocacy Liaison to other external business units, including, but not limited to: Relevant Vendors Outside health care providers (involving internal providers when appropriate and necessary). Contract management - Performs contractor officer representative (COR) functions Work Schedule: Full-Time,Monday through Friday, 7:30 am to 4:00 pm, Variable based on needs of the service Telework: Not Available Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Two years above high school with a minimum of six semester hours directly related to a health care field or associate's degree in a health care related degree. Certification. All applicants must be certified as a Certified Ophthalmic Assistant (COA) with the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO). The COA certification is JCAHPO's entry-level certification examination for a Health Technician (Ophthalmology). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-10 Supervisory Health Technician: Experience/Education Combination. The Applicant must have Equivalent combinations of experience and education are qualifying. Examples are listed as follows: (a) Six months of experience in the health care field; and one year above high school; or (b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, medical service specialists, or ophthalmology technicians given by the U.S. Armed Forces; or (c) Six months of experience in the health care field and completion of an independent study course in Ophthalmic Medical Assisting. Certification. All applicants must be certified as a Certified Ophthalmic Assistant (COA) with the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO). The COA certification is JCAHPO's entry-level certification examination for a Health Technician (Ophthalmology). Grade Level Requirements -You must have one year experience equivalent to the GS-9 grade level. Experience at the GS-9 level may include: Knowledge of advanced clinical optics, advanced ocular motility, advanced diagnostic testing, and microbiology testing; Knowledge of ophthalmic surgical instruments; Knowledge of appropriate preparatory cleaning of reusable medical equipment; and Ability to assist in ophthalmic surgical procedures performed in the main operation room Knowledge, Skills, and Abilities In addition, candidates must also demonstrate all of the knowledge, skills, and abilities below and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Ability to work independently to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. Ability to develop policy, manage equipment requests, and provide workload analysis in Ophthalmology Service. Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution to deal with employees, team members, managers and other departments. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work to be performed; competency assessments; performance evaluations; selection of staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions.* References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G52 Supervisory Health Technician Standard. This can be found in the local Human Resources Office The full performance level of this vacancy is GS-10. Physical Requirements: The work is primarily sedentary but also requires some standing, walking, bending, lifting, and carrying of light to moderate items from 1 to 45+ lbs. The work requires above average agility and dexterity. The position requires walking for 3-4 hours, standing 1-2 hours and kneeling 0.5 hours per day.
