This position is located within the Cyber Intelligence Directorate of the Office of Intelligence and Counterintelligence (DOE-IN). DOE-IN identifies and mitigates threats to US National Security and the DOE Enterprise and informs national security decision-making. The position serves as an Information Technology Specialist supporting the assigned organization.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-14, Information Technology Specialist, you will: Work with the Enterprise Information Technology (IT) Operations Director to establish a functional Network Operations Center (NOC). Work as a team leader, ensuring Network operations is continuously monitored to keep network systems on-line and functioning securely and to facilitate Continuity of Operations Plan (COOP) and Continuity of Government (COG) operations. Draft NOC monitoring procedures, directives, policies, and briefings as they pertain to the Department's overall enterprise network operations and submitting those to the Enterprise IT Ops Director and CIO for review. Provide regular status reports and metrics data to senior management. Support interactions with the Security Operations Center (SOC) to ensure operations are consistent and within security guidelines identifying anomalies where they may arise.

Requirements

  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-13 level in the Federal service. Specialized experience for this position is defined as: Assisting with the development of Enterprise Network monitoring processes and procedures to establish a functional Network Operations Center. Assisting with implementation of Information Technology (IT) network projects or initiatives to the enterprise network requirements. Recognizing requirements needed for Network Programs or Project Plans for task or scheduling Information Technology (IT) network projects. Collaborating with various offices within the division to ensure Information Technology (IT) network projects adheres to established processes. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
