This position is part of the Defense Equal Opportunity Management Institute (DEOMI). The incumbent will serve as a Program Analyst at DEOMI. Responsible for analyzing, recommending, shaping, and interpreting broad policies and guidelines for the DoD and the Director of the DoD Center(s) of Excellence (CoE); identifying future requirements and assist the Senior Program Manager in establishing DoD-wide goals, standards, plans, and priorities for advancing DoD and DEOMI human relations programs.
Duties
As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Identifies/develops policy, programmatic, and operational requirements through DoD-wide coordination, research, needs analysis, lessons learned, best practices, benchmarking, and other initiatives to identify opportunities for DoD-wide improvements and initiatives.
Analyzes data and information, conducts research, and prepares interpretive reports and responses to inquiries from USD(P&R) leadership and internal and external stakeholders (i.e., Government Accountability Office, Congress, external organizations, or the media) to resolve and adjudicate human relations issues in accordance with DoD policies.
Identifies and standardizes core competencies related to human relations practitioners, leaders, service members, and civilians to establish training, education, field support, and technology requirements.
Coordinates across the Department, Academia, Industry, and with other offices and entities to identify, collect, and manage best practices and lessons learned in support of DEOMI's knowledge management strategy and infrastructure.
Conducts Service-wide reviews of training programs to ensure alignment to requisite policies, compliance in practice, and that evidence-based and best practices are employed both internal to DEOMI and across the DoD.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Performing as a program manager or program analyst for a human relations program.
Shaping policy for a human relations program.
Conducting briefings and issuing written communication to executive level personnel.
Evaluating a training program for effectiveness and compliance with established policies, regulations and laws.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
