The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
The NCSC Enterprise Threat-Mitigation Directorate (ETD) serves the US Government and its public and private sector partners, providing guidance and advocacy to promote active, integrated mission practices that counter all aspects of adversarial and insider threats to public health and safety, economic security, and national security.
Serve as the Deputy Director of the National Insider Threat Task Force (NITTF) as established by Executive Order 13587.
Oversee and direct the maturation of the National Operation Security Program, and ensure tactical and strategic operational alignment with NCSC mission goals and objectives.
Establish and sustain partnerships among executive-branch departments and agencies(D/As), including the Intelligence Community, Federal Partners, and DoD; identify gaps and opportunities that can be leveraged among these communities to enhance collaboration and to improve insider threat programs.
Oversee and direct the formulation and evolution of the national defensive counterintelligence program, and oversee and direct the IC Unauthorized Disclosures program.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
Guide development of strategic plans, evaluation of plan effectiveness, IC and the federal community performance, and development of performance and resource recommendations to support the IC and whole-of-government attainment of the U.S. Government's strategic objectives.
Lead mission and resource advocacy for the counter-insider threat, operations security, a other relevant missions across the whole of government.
Manage, lead, and develop dynamic near and long-term planning efforts. Telework as needed.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feed backon personal development.
Qualifications
Mandatory Requirements:
Expert knowledge of the functions of the U.S. Government to include an understanding of IC, Federal Partners, and DoD.
Superior subject matter expertise in security, insider threat, operations security, counterintelligence, unauthorized disclosure.
Expert oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.
Superior ability to work with senior officials, to build and sustain professional networks throughout the executive branch, and manage competing priorities.
Superior demonstration of success in working with challenging partners and developing approaches to gain support when authority to direct does not exist.
Superior representational, oral and written communication skills, including a superior ability to produce clear, logical, and concise products.
Desired Requirements:
Familiarity with EO 13587, the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs,NSPM-28, and ICD 701.
Education
Bachelor's Degree.
