This position is located on a state level staff of the Natural Resources Conservation Service (NRCS) in Temple, Texas.

Duties

Work with title insurance companies to obtain and provide information, resolve deficiencies, and resolve exceptions to clear title. Provide assistance in the review and preparation of administrative appeal documents related to conservation easement programs. Serve as technical expert on the public laws, regulations and agency policies relating to the full range of conservation program activities. Provide guidance and instructions to the closing agent in the preparation, execution, and clearing of title, payment recording, and providing of title insurance for the closing of easements. Develop specific procedures to ensure compliance with a wide variety Federal acquisition statutes, real estate principles, and guidelines to protect the Government's real property interests.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience GS-09:To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing work that requires knowledge of commonly applied real estate principles, rules, regulations, and practices. Examples of specialized experience include: Assists with acquisition, management or enforcement of conservation easements; Assists with procuring, reviewing, and summarizing due diligence, including title, for the acquisition of conservation easements; Assists with obtaining and reviewing documents for legal entities to determine program eligibility and performing review of legal surveys to ensure accuracy of descriptions and consistency. OR Substitution of education in lieu of specialized experience: Master's degree or equivalent or 2 full years of progressively higher level graduate education leading to such a degree in the following fields: marketing, business administration, finance, economics, or related degree or LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience GS-11:To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing work that requires knowledge of a wide range of real estate principles, concepts, and practices as well as a good understanding of the real estate market. Examples of specialized experience include: Acquires and manages enforcement of conservation easements; Reviews and summarizes due diligence, including title, for the acquisition of conservation easements and recommending the appropriate action based on this review. This may be demonstrated by successfully acquiring defensible conservation easements or similar real property interests; Reviews documents for legal entities to determine program eligibility and performing review of legal surveys to ensure accuracy of descriptions and consistency. OR Substitution of education in lieu of specialized experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in the following fields: marketing, business administration, finance, economics, or related degree or LL.M., if related. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
