The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

The National Counterterrorism Center's Directorate of Intelligence (NCTC/DI) seeks a highly motivated individual with experience in emerging technologies, unmanned systems, explosives, improvised explosive devices, conventional infantry weapons, and/or terrorist tactics to join our team. Position duties include producing a broad range of finished intelligence products on US foreign policy and national security issues; preparing and presenting written and oral briefings on terrorist threats and capabilities to USG customers, foreign liaison, and state, local, and private sector partners; providing direct support for policy meetings and congressional briefings; working closely with counterparts across the Intelligence Community to share information and coordinate analytic assessments; and continually expanding substantive expertise and knowledge of analytic tradecraft to achieve a government-wide reputation as a subject matter expert. The successful candidate will join a group with a skilled mix of employees on rotation from several agencies, as well as ODNI staff employees. NCTC encourages its analysts to maintain and broaden their substantive and analytic expertise through training and attendance at professional meetings. Opportunities exist for domestic and foreign travel. You will have the opportunity to: Perform in-depth analyses of complex and significant national, regional, and/or global issues for senior policymakers and key components in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI). Perform research on complex military, technical, intelligence, economic, political, social, cultural, or historical reports and information in support of United States (US) policy, intelligence, and military consumers. Produce a broad range of finished intelligence products in support of US foreign policy and national security interests and anticipate and seek strategic military issues for analysis. Identify strengths and weaknesses of terrorist capabilities and weapons; initiate and apply alternative analysis to determine the range of possible outcomes and consider the warning implications for national security. Utilize a variety of methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated intelligence products. Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Prepare and present written and oral briefings to internal and external customers on significant intelligence issues. Maintain productive working relationships with colleagues, IC members, and law enforcement agencies as appropriate and use these relationships to share information of interest; interact with foreign military, diplomatic, and intelligence experts, and attend internal and external training, seminars, or conferences on broader strategic subject areas.

Qualifications

Mandatory Requirements: Ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Analytic and critical thinking skills, including superior ability to think strategically. Interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues. Ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues. Creative problem-solving skills and initiative in carrying out mission responsibilities. At least one year of experience as an all-source analyst at a national intelligence agency, federal or state law enforcement agency, service component, or combatant command, or a minimum of nine credit hours studying counterterrorism-related issues at the graduate level. Applicants are not required but welcome to provide an analytic writing sample. Desired Requirements: Prior work experience or analysis of emerging technologies, unmanned systems, explosives, or weapons.
