The Primary Purpose of the Position is to serve in the capacity as a Supervisory Laundry Operations Specialist for the Environmental Management Service (EMS) and Laundry Section at the Waco campus. The incumbent functions as Textile Care Manager (TCM) for Environmental Management Service (EMS), whereas the incumbent provides technical support to the Assistant Chief, Environmental Management Service.
Duties
Major duties include, but are not limited to:
Incumbent has program responsibility for planning, organizing, staff, directing, controlling, monitoring, status of work, scheduling, coordinating supply procurement, training, evaluating improving, controlling, evaluation the laundry, linen distribution, Patient Assistance Program (PAP), uniforms and vehicle operator delivery services for the Textile Care program at the Central Texas Veterans Health Care System (CTVHCS), Temple, TX.
Incumbent is involved in service level goal setting, establishing standards of performance, and methods of evaluation for areas of assigned responsibility. Incumbent is responsible for other Textile Care issues directly related to providing excellent patient care services at the VANTHCS in Dallas, TX and the STVHCS in San Antonio, TX as well as Fort Cavazos, in Killeen, TX. Incumbent provides rapid response to conditions that may interfere with the continual operation of the CTVHCS.
Incumbent encounters issues that directly relate to the Textile Care technical impact of the organization and provides administrative support to the Chief for Environmental Management Service (EMS). The incumbent, when required, serves on CTVHCS committees, along with National committees and assist in the decision-making process that affects aspects of the organization.
Responsibilities include planning, organizing, scheduling, and evaluating the program of comprehensive environmental activities at this facility to achieve compliance with the laws and regulations governing the program.
Responsible for providing submissions towards budget formulation and development, planning of staffing resources and the determination of supplies and equipment requirements for laundry and linen functions.
Incumbent serves as Contracting Officer's Representative (COR) for all contracts in the EMS Laundry Section. Incumbent assists the Chief and Assistant Chief of EMS in budget projections for the EMS Laundry Section. Responsible for interviewing prospective employees and recommending approval or disapproval of appointments.
Attends key meetings such as Director's Staff, Quality Leadership Board, Infection Control/Linen Committee, and the Accident Review Board as required during the absence of the Chief and Assistant Chief EMS.
Provides and supervises on-the-job training and assists in formal instructions of employees in subject matters such as procedures, techniques, equipment, and supply usage. Conducts appraisals of the performance of section personnel; recommends reassignments, promotions, and performance awards; monitors the counseling of employees; adjusts complaints and/or grievances; and initiates or recommends disciplinary action as necessary within delegated authority.
Approves leave schedules of supervisors to ensure proper adequate coverage of the section functional responsibilities. Coordinates schedules of the various tours of duty to the overall requirements of the section.
Communicates with Laundry Supervisors in a respectful manner to ensure duties and responsibilities are assigned and performed effectively and, in a manner, consistent with established Performance Improvement programs to maintain an acceptable degree of environmental sanitation, waste management, and pest management. Conducts and/or supervises special tasks, projects and studies as assigned and analyzes data to determine the most efficient operation for laundry service.
Prepares written Performance Improvement reports when required. Conducts comprehensive quality control inspections of areas of responsibility and ensures correction of deficiencies on a timely basis.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a comprehensive range of principles, concepts, and practices of laundry operations of several hospital facilities with different functions, operational procedures and locations to prepare budge input, determine costs for laundry services, establish prices for all items of unusual laundry requirements, determine appropriate principles and practices, identifying and adjusting staffing, supplies, and inventory levels, ensuring laundry/ linen service operations are in compliance with various established regulatory procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. Or equivalent doctoral degree, Or 3 full years of progressively higher level graduate education leading to such a degree, Or LL.M., if related (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D.
