This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

This is a permanent position.
Management may choose from any grade advertised.
Duties
Serve as the Engineering Management System (EMS) administrator.
Provide direct support to the Design Managers creating products/projects in the Engineering Management System, including schedule templates and project schedules.
Provide design schedule milestone tracking and supporting reports.
Assist with finalizing planning products using Microsoft Office, Adobe InDesign or similar production software services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

In order to qualify, you must meet the experience and/or education described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
To Qualify for GS-07: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes1) preparing variety of reports, charts and graphs 2) interpreting engineering and architectural plans and specifications; and 3) utilizing an automated scheduling system.
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as civil engineering, civil engineering technologies, or drafting and design.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
To Qualify for GS-08: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1) creating paperless contracting files 2) monitoring progress and coordinating with project development team to provide status of actions 3) experience interpreting engineering and architectural plans and specifications; and 4) utilizing an automated scheduling system.
To Qualify for GS-09: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes 1) maintaining an Engineering Management System (EMS) project database to ensure products, templates and project data are current and accurate 2) experience interpreting engineering and architectural plans and specifications; 3) providing design schedule milestone tracking and 4) thorough knowledge and experience utilizing an automated scheduling system.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
