About the Position: erves as an Agency/Organization Program Coordinator (A/OPC) for the Government Purchase Card (GPC) Program for the Mission and Installation Contracting Command (MICC). Works with the MICC GPC Program Manager and more Senior A/OPC/ leaders to develop, implement, oversee and administer the GPC Program to ensure effectiveness and control of program cost, schedule and performance.

Duties

Serves as an Agency/Organization Program Coordinator (A/OPC) for the GPC Program for the Mission and Installation Contracting Command (MICC). Works with the MICC GPC Program Manager and more Senior A/OPC leaders to develop, implement, oversee and administer the GPC Program Coordinates Senior A/OPC on GPC program guidance and policies. Develops and coordinates new local policies and procedure regarding the GPC program. Prepares GPC program guidelines, status reports and briefings for higher authorities, commanders, and other contracting personnel. Ensures program performance by maintaining program metrics Skilled with MS Excel and Data Accuracy Competency with DOD mandated GPC systems (US Bank Access Online, MasterCard Insights on Demand, and DOD PIEE Joint Appointment Module). Through analysis of program policies and procedures develops plans, formulates guidelines, implements new developments and procedures, and provides policy interpretation to local contracting activities and customers. Coordinates with legal office on all legal matters pertaining to GPC directives and procedures Identifies unfavorable trends based on analysis of program and develops and implements corrective and preventive measures. Directs surveillance of cardholder statements to ensure compliance with public law and reconciliation of amounts charged to government by the banking facility prior to payment being made. Evaluates cardholders or approving officials’ performance, directs remedial training as necessary, briefs cardholders, approving officials or commanders if problems exist and issues letter if removal of card becomes necessary. Maintains proper oversight to ensure compliance with both prescribed GPC policies and processes. Monitors account inactivity and terminating as necessary, maximizing rebates and minimizing cost by ensuring delinquent accounts are paid, and ensuring cost control of expedited cards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes in-depth knowledge of the GPC Program, Federal Acquisition Regulations (FAR, DFARS, AFARS), laws, policies and procedures in order to resolve issues and assist customers; knowledge of GPC Program procedures sufficient to determine which procedures are to be used for a given purchase to adequately protect the Government's interest. Problem solving is extremely complex and covers a broad field of financial record-keeping, logistics and procurement. Must be able to independently plan and perform all aspects of reviews using sound judgment in applying appropriate techniques and standards; and knowledge of Federal, DoD, and Army Contracting laws, regulation principles, and procedures, provisions of the GPC contract, and methods of contracting applicable to the development and implementation of GPC policies and procedures. Knowledge of the background of Government and general contracting procedures and specific knowledge of the regulations pertaining to equipment and supplies, methods and techniques as applied to the use and expenditure of public funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
