The Chief Education Liaison Officer (CELO) serves as a manager in the Approvals, Compliance, and Liaison (AC&L) staff of the Oversight & Accountability Division and serves in an assigned jurisdiction across the United States and is responsible for providing first and second-level supervision and leadership of teams comprised of grades ranging from GS-09 to GS-12 within an assigned portfolio in support of Education Service's mission.

Duties

Duties may include, but are not limited to: -Administers oversight and accountability that support safeguarding the integrity of the GI Bill, to include but not limited to, compliance of statute, regulations, policy, procedures, and investigations. -Supervise direct reports and the daily operations of Approval, Compliance, and Liaison staff and activities within an assigned multi-state geographical area. Set performance standards and appraise work of direct reports and employees. -Identifies developmental and training needs of employees; provides and/or arrange for needed development and training. -Plan and assign work, set priorities, advise employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Actively supports special programs, such as EEO, safety, internal controls and similar. -Direct and provide guidance for actions, such as review, investigate, refer, develop, analyze, and coordinate: stakeholder, complex, and sensitive correspondence to various forms of inquiries relevant to assigned portfolio while observing deadlines and keeping supervisors informed of progress until the matters are resolved. -Coordinates with the State Approving Agency, VA Central Office and Education Regional Processing Office Management, Congressional Liaisons, and Veteran Service Organizations in resolving complex problems, inquiries relating to program approval, supervisory inspection, withdrawal of approval for Title 38, U.S.C. purposes. -Advise management on all complex issues associated with compliance and approval activities regarding laws and regulations pertaining to the educational program under Chapters of Title 38, U.S.C., and Title VI. -Develop and submit reports relating to approval, compliance, liaison, and SAA activities within assigned jurisdiction. -Plans, organizes, and oversees responses resulting from Congressional inquiries, Equal Opportunity complaints, and suspected fraud or gross negligence acts committed by educational facilities within their respective regions. -Partners with key stakeholders to develop policies, procedures, and understanding of the effective use of VA Education benefits. Physical Requirements: The work is primarily sedentary, although some physical effort may be required. There may be some walking, bending, and/or operation of an automobile. Work is performed primarily in adequately lit and climate-controlled office areas, conference rooms, and similar environments. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 10/04/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. GENERAL ADJUSTMENT and AWARD SF-50's CANNOT be used for time-in-grade verification. You may qualify based on your experience as described below: Specialized Experience (GS-13): To qualify at the GS-13 grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 or higher. Specialized experience must document knowledge of GI Bill programs and State Approval Agency portfolios and the execution of supervision under this program. Conducting intrinsic oversight and evaluation of these programs to mitigate programmatic and operational impacts and interpret and analyze data to develop reports expressing program evaluation and providing recommendations to increase the effectiveness and efficiency of the program to achieve the mission of safeguarding the integrity of the GI Bill. The grade may have been in any occupation but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. [Submit a copy of your most recent NON-AWARD AND NON-GENERAL ADJUSTMENT SF-50. The SF-50 must indicate proof of status and should identify your position, title, series, grade/step, salary, tenure, and type of service (Competitive or Excepted) AND the SF-50 needs to show 52 weeks at the current or next lower grade level. To verify Time-In-Grade requirements, submit a copy of a SF-50 Notice of Personnel Action reflecting when you entered your highest grade held [(e.g. Appointment, Promotion, etc.). Note: To demonstrate that you meet Time-In-Grade requirements (serving 52 weeks at the current or next lower grade and step), you may need to submit more than one copy of a SF-50; You may need to submit a non-award SF-50 to show when you entered your highest grade and step (or next lower grade/step level) AND another non-award SF-50 to show when you exited your highest grade and step (or next lower grade/step level).] Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
