This position is located at the Community Based Outpatient Clinics (CBOCs),Kingwood VA Clinic in Humble, Texas. The clinic is an extension of the Michael E. DeBakey VA Medical Center (MEDVAMC) located in Houston, Texas. The incumbent will serve as the Secretary for the Clinic Director of each Community Based Outpatient Clinic (CBOC) and the Administrative Officer (AO)-Ambulatory Care (ACOS-AC).

Duties

Receive, schedule, refer, and contact various individuals inside and outside of the agency. Receive incoming telephone calls and correctly respond or refer the call to the appropriate individual or section. Answer inquiries from various individuals. Maintain the day-to-day activities and the supervisor's pending and anticipated plans and administrative projects. Handle established requirements for training new employees and giving orientation to the clinic. Maintain automated systems to track suspense on performance appraisals, licensure renewals, special pay agreements, proficiencies, leave, personnel actions, etc. Coordinate the preparation and submission of personnel actions and recruitment requests. Prepare and submit Resource Management Board requests. Coordinate the preparation and completeness of performance appraisals and plans, competencies and all documents required for personnel Folders. Compile and prepare required documents for annual physician pay documents and bi-annual physician pay panels. Prepare materials such as correspondence, reports, memoranda, and other forms of written communication. Attend meetings, prepare minutes of these meetings and distribute to clinic staff members. Schedule appointments and conferences, coordinate meetings and/or CME sessions. Serve as Clinic Notary and Clinic ADPAC Coordinator. Act as Procumbent Official and Control Point Clerk. Serve as timekeeper and PIV Badge Manager and Sponsor. Assist staff with travel, including itineraries, travel, and hotel reservation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SELECTIVE PLACEMENT FACTOR: Type 40 words per minute. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: submitting computer access request for new and existing staff; notary experience; purchase card use and working knowledge of VA procurement policies and procedures; data collection and tracking (e.g., meeting, activities, PIV badges and sponsorship, credentialing, timekeeping, etc.); Knowledge of computer software programs such as Word, Excel, PowerPoint, Database, Outlook, and other applicable programs; knowledge of basic secretarial/clerical skills in preparing various documents, filing, receiving, customer service, etc.. Note: This experience must be fully documented on your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical qualifications are required to perform the work. The work requires the ability to move around the office and carry light items such as small boxes of files. Much of the work is performed viewing a computer monitor. There is no requirement for special safety precautions or protective clothing. No special physical demands are required to perform the work.
