This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA DISA-PACIFIC-PC43 (REQUEST FULFILLMENT BRANCH).
Duties
Deliver customer telecommunications and information system programs as developed by the supported unified commanders, component commanders and various federal agencies.
Planning, development, and requirements definition to facilitate provisioning of service to meet mission requirement.
Promulgates IP, telecommunications and circuit engineering advice and guidance, through the command channels.
Plans and executes complex projects/programs involving interaction with multiple personnel both internal and external to the organization.
Provides technical oversight of contract actions and collaborates with vendor, contracting officer, local staff/management, and program management teams to ensure contract scope is met.

Basic Requirements:
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Failure to provide all of the required information as stated in this vacancy announcement may result in an ineligible rating or may affect the overall rating.
For the Computer Engineer GG-0854 and Electronics Engineer GG-0855 Series
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Provide customer support or project oversight in telecommunications or information technology projects and circuit engineering in addition to common telecommunications standards and testing analog, digital or optical circuits desired

There is no substitution of education for the qualifying experienceat the GG-13 grade level.
