This position is located in a State or Area office in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. There is one vacancy that may be filled at any of the locations listed. This is NOT a remote position. The incumbent must report for work at the listed duty location.

Duties

Deals with loans either made or guaranteed by the government and grants for small commercial loans and grants. Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Prepares written loan/grant recommendations and submits to supervisor for review. Works with a program specialist and/or supervisor in the development and implementation of an outreach and marketing program for the servicing area.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-09 Specialized Experience: Experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience. For GS-11 Specialized Experience: Comprehensive knowledge and understanding of technicalities of commercial financing and credit and skill in directing and evaluating employee. Experience may have been gained in such work as reviewing and passing on application for complex business and/or municipal transaction or by servicing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for agricultural, commercial and bank loans; servicing a loan portfolio of a bank or other loan association. Providing financial management guidance to borrowers in ascertaining and analyzing the many and often obscure facts regarding the corporate borrower's financial capacity; evaluating the general economic and financial conditions that affect the organization/governments risk in granting, guaranteeing or insuring loans; and participating with overall office management by providing guidance and direction to lower-level employee. OR a Ph. D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Qualifying Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operation, statistics, or other related field related to the position, such as agriculture, agriculture economics, farm livestock and ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
