The Program Analyst applies a high degree of qualitative and quantitative analytical skills to analyze current and proposed operating programs and evaluate their actual or potential in achieving objectives. This position is located within the Quality Management Service Line at the VA Medical Center in Bedford, MA.
Duties

Duties include but may not be limited to:
Data Management
Acquires, analyzes, compiles, consolidates, reviews, and edits information relevant to quality, patient safety, and improvement activities for VA Bedford Healthcare System.
Plans and conducts statistical analyses and studies concerning trends and predictions, and the impact of changes in clinical, program and workload data.
Recommends how to improve quality of data collection, as it relates to planning and program implementation.
Interprets and presents clinical, operational, and financial data gained from various federal and non-federal sources.
Administrative Management
Conducts studies and compiles and reviews data of internal operations involving administrative processes to improve efficiency and expedite workflow.
Initiates and develops Standard Operating Procedures (SOP) relative to the administration of the program based on study findings, new regulations or directives.
Writes and analyzes management level reports, briefing materials and memorandums.
Collaborates with other teams in developing personalized information systems to decisions in support of system wide quality improvement.
Special Projects
Identifies existing and potential program areas, suggests solutions or alternatives to existing procedures which contribute to these problems.
Acts to resolve problems, expedite services, or implement necessary corrective measure within established facility policies.
Has overall responsibility for the resolution of program problems, which arise.
Oversees and maintains automated data base on various administrative procedures.
Performs other directly related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, all applicants must meet one of the following minimal qualifications:
Specialized Experience: Requires at least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-9) in the Federal Service, that has given me the knowledge, skills and abilities required to successfully perform the duties of this Program Analyst. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; proficiency in the use of SQL or other data mining/extraction techniques; tracking and analyzing programs for the purpose of improving processes and identify problem areas; analyzing and preparing program status reports; utilizing computers and applicable databases/software for statistical purposes; and managing information systems. Substitution of Education (Transcripts required): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this Program Analyst. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary, being performed for the most part in an office setting with occasional requirements to lift, bend, and carry books, supplies and files. Will be required to be seated at a computer console for extended periods and be able to enter and review information displayed on a television type monitor; occasionally walks to other areas of the medical center. The work is performed in a properly controlled office setting devoid of unusual risks or discomforts.
