This position is in the Office of Community Care at the Jacksonville Community-Based Outpatient Clinic (CBOC) under the Fayetteville NC VA Coastal Healthcare System within VISN 6 Mid-Atlantic Healthcare Network. The incumbent serves as a Health System Specialist and collaborates with the Associate Director of the Wilmington Healthcare Center to oversee the development and implementation of all clerical, administrative and clinical work within the Jacksonville CBOC.

Duties

These major duties include, but are not limited to the following: Collaborates ith the Associate Director of the Wilmington Healthcare Center to oversee the development and implementation of all clerical, administrative and clinical work within the Jacksonville CBOC. Collaborates through the management team to oversee the development and implementation of all policies and procedures, planning, and coordination of all activities of the clinic. Ensures the integration of all Veteran services provided at the clinic with those of the Medical Center and VISN. Works with clinical leadership to ensure implementation of safe, effective, and efficient care for the Veterans. Coordinates program activities of the clinic to promote efficient operation and to ensure accomplishment of the clinic mission, and accomplishes performance measures applicable to the clinic. Develops and maintains a review system of programs and activities of the clinic to ensure compliance with standards of various accrediting regulatory and agency authorities, measures the quality of care, and initiates action to correct deficiencies or out-of-line situations. Collects and analyzes the clinic's operating data; develops reports; and evaluates utilization, call patterns, scheduling, and physician practice patterns; and performs studies of clerical and administrative support positions at the clinic to present recommendations to senior management based on findings and results. Participates in the development of budgatary plans by presenting needs, estimates, and justifications for outpatient activities. Operates clinic with assigned budget, as well as executes, monitors and adjusts the clinic's budget to accommodate approved changes in programs, priorities, or needs. Interacts with management and program officials to resolve resource problems and conflicts. Foster employees' morales, sense of pride in working for the agency, and an appreciation for worth to the organization to increase productivity and retention. Establishes and maintains effective liaisons with Veterans Service Organizations, Regional Office, Medical Directors, VACO, school affiliations and various other support personnel to exchange information necessary to carry out the required activities. Keeps MCD and senior management officials at the primary sites apprised of administrative activities and situations with the clinic which could have impact on management decisions/actions. Analyzes and disseminates information and material from higher authorities to reponsible personnel in the clinic as appropriate. Attends meetings of committees to which designated to provide input and recommendations which represents the clinic's point of view. Serves as the Contracting Officer Technical Representation (COTR) and Fund Control Point (FCP) for the clinic to perform contract authorization within delegated authority and monitors contracts while maintaininng costs, tracking workload, and ensuring adequate services are provided to the Veterans. Exercises independent judgement and functions as consultant to all services at the clinic since it is remotely located from the Medical Center. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-11) position you must have served 52 weeks at the (GS-09). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Individal Occupational Requirement (IOR) is a basic requirement that must be met to qualify for entry into this occupational series for positions above the GS-05 grade level, and it is something that cannot be waived. In addition to the education and/or specialized experience below, applicants must meet the IOR for this position. Individual Occupational Requirement (IOR) for Occupational Series 0671: Undergraduate and Graduate Education: You must possess an education with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED); OR, Specialized Experience: You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: This experience must be supported by your resume to be creditable; OR, Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: (1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; (2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and (3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program (TRANSCRIPTS REQUIRED). In addition to meeting the above IOR above, applicants must also meet the experience and/or education relevant to this position. Specialized Experience: Applicants must have at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of this Health System Specialist position. Examples of specialized experience include, but are not limited to: works independently with staff at the clinic to implement local, national and VISN standards, and reports or addresses administrative process/system issues and other areas of concern; ensures record management guidelines are adhered to in the clinic setting; provides recommendations on facility improvements including construction, renovation, space utilization and purchase of equipment, as assigned; advises departments associated with the allocation of fiscal, personnel, equipment, and space resources and serves as COTR; OR, Education: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree; OR successfully completed three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related that included courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration) in an accredited college, or university. (Note: One-year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.) [TRANSCRIPTS REQUIRED]; OR, Combination: Applicants must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Health Systems Specialist position, which may be substituted to meet the experience requirements of the position. (Note: Only graduate education beyond the first two years of graduate study (36 semester hours) is qualifying for the GS-11 grade level of this position when combining education and experience.) [For example, an applicant has 9 months of specialized experience equivalent to the GS-09 grade level and 2 ½ years of creditable graduate level education of this position. The applicant meets 75 percent of the required experience and 50 percent of the required education (i.e., the applicant has 1/2 year of graduate study beyond that is required for the GS-09 grade level). Therefore, the applicant exceeds the total requirement and is qualified for this position.]. (TRANSCRIPTS REQUIRED) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
