The primary purpose of this position is to provide is to be fully responsible for the overall
technical aspects of the Air Combat Command Directorate of Intelligence budget and management of resources for specific programs and appropriations. The incumbent of this position may also provide advice and assistance to lower graded analysts in the office.
Duties
Budget formulation work in support of major initiatives/programs involving preparation of detailed analyses and estimates of annual and/or multi-year funding. Develops, recommends, and implements budgetary and financial policies.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for funds for distribution to program managers. Performs budget execution work that involves the most complex/difficult and varied funds control activities.
Provides financial advisory services on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status, and use of funds, etc. Works with subordinate units and higher headquarters to resolve funding difficult/complex issues.
Provides expert technical advice on all aspects of budgeting to include review and analysis to ensure program compliance with financial guidance. Develops and renders interpretations of executive orders, OMB guidelines and directives, policies, and precedents within and across agency lines.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: budget formulation work in support of major initiatives/programs involving preparation of detailed analyses and estimates of annual and/or multi-year funding. Develop, recommend, and implement budgetary and financial policies. Performs a wide range of complex budget functions related to formulation, analysis, programming, and execution of annual and/or multi-year budgets. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments.
2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
3. Knowledge of security practices for ensuring the safeguarding of classified information.
4. Knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.
5. Ability to apply analytical methods and techniques to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures.
6. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
