You will serve as a TRAINING AND COMPLIANCE COORDINATOR in the San Diego Metro Production Office (SDMPO) Utilities and Energy Management (UEM) Product Line of NAVFAC SOUTHWEST.

Duties

Consult with the Public Works Office (PWO) on utility distribution systems to confirm operations. Meet command energy management goals by developing, implementing, and monitoring the utility major maintenance program with the utilities and energy management branch head. Administer safety programs to make sure employees have the training and equipment necessary to perform their jobs safely. Investigate (e.g., interview complainant; inspect worksite, work performed and materials used) customer complaints to determine validity. Contact and talk with staff from multiple outside departments to coordinate facilities maintenance actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will successfully complete HQUSACE approved Supervisor training course and Lead Certified Fall Protection Competent Person within six months of assuming this position.
  • You will successfully complete Certified Confined Space Competent Person and Certified Competent Person for trenching and shoring within six months of assuming this position.
  • You will successfully complete Certified Competent Person for Fall Protection and Certified Insulated Aerial Lift Operator and NCCCO Certified Derrick Operator within six months of assuming this position.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing safety and compliance programs for diverse Utilities operations platforms; 2) Review a safe practices manual to identify and discrepancies or potential conflicts; 3) Using computer software resources, such as Maximo, ESAMS and Microsoft to manipulate data from various reporting systems; and 4) Advising supervisory staff of unusual situations that do not conform to clearly establish policies or that affect other requirements. PHYSICAL DEMANDS: Work requires regular and recurring physical exertion related to frequent inspections/ surveys requiring considerable standing, walking, climbing, bending, crouching, and stretching, reaching or similar movements. Occasionally there may be a need to lift and carry moderately heavy objects. Work requires agility and dexterity as it involves construction sites, elevated areas and confined spaces. WORK ENVIRONMENT: Work involves regular and recurrent exposure to hazards; unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, physical stressors, high noise levels, adverse weather conditions, as well as high and low temperatures. Protective equipment and clothing is frequently needed (hard hats, safety shoes, ear muffs/plugs, goggles, respirators, coveralls and gloves.
