About the Position: This position is located within the US Army Corps of Engineers, Nashville District, Contracting Division where you will function as a Branch Chief performing planning and coordination of contract preparation, negotiations and contract management utilizing negotiation procedures and sealed bid methods of acquisition to execute the District's programs.

Duties

Function as Contracting Officer on all significant (high dollar, complex, or special interest) contracts. Participate in acquisition planning, contract formation, administration, and partnering. Recommend sustaining or denying mistakes in bid protests, justifications, and approvals along with related determinations and findings. Develop long range organizational plans, goals, and assign work to subordinates. Advise Commander on District programs and implements requirements of the Defense Acquisition Workforce Improvement Act (DAWIA). Manage a multi-million-dollar contracting program for single and multiple purpose civil works water resource projects, construction projects, environmental restoration, hazard toxic and radiological waste remediation. Function as subject matter expert, exercising independent judgment to accomplish contracting responsibilities in support of the District mission. Develop local guidance to implement contracting laws and higher authority directives and policy. Establish reporting procedures and priorities to ensure compliance with program directives and goals established by higher headquarters. Develop and maintain systems to evaluate and monitor contract performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.
  • This position requires a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes contracting and procurement work such as procuring a wide variety of products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications, performing price/cost analysis; monitoring contractor's performance; performing work associated with termination of contracts; or similar work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyContracting/ProcurementInfluencing/NegotiatingSelf-Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
