Duties

1. Provides management and guidance on the command and control of all CNMF operations. 2. Represents the CNMF to discuss and negotiate requirements, resources, and respective roles and responsibilities for projected cyberspace missions and scenarios with mission partners to meet CNMF operations. 3. Serves as a Cyberspace Capabilities Planner to assure CNMF has the cyber capabilities essential to support CNMF operations. 4. Performs a broad range of technical analyses and studies to derive meaning from lessons learned and operational metrics to improve the CNMF's ability to address anticipated operational challenges.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, (continued)

  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
  • The incumbent must possess or obtain an Information Assurance Management (IAM) Level I professional certification as a cyberspace professional, consistent with requirements detailed in DOD 8570-01-M

  • A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline is highly desired. Advanced degree(s) are preferred
  • At least 3 years of recent experience in CO planning is desired

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:knowledge of how IT concepts and capabilities are applied to Joint Cyberspace Operations (CO) planning, and extensive familiarity with how IT facilitates a broad range of military operations an knowledge of CO policy and doctrine in order to represent the CNMF in negotiation of cyber issues on an inter-command, inter-service, and interagency basis. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in application of advanced information technology concepts and capabilities to Joint Cyberspace Operations (CO) planning, and extensive familiarity with how IT facilitates military operations. 2. Knowledge of CO policy and doctrine, and ability to apply such knowledge in negotiation of cyber issues on an inter-command, inter-service, and interagency basis. 3. Ability to select and apply qualitative and quantitative methods and techniques to the assessment, validation, and improvement of cyber operational effectiveness. 4. Ability to plan and conduct analyses of CO to define deficiencies and gaps, and make recommendations for refinement and development of capabilities. 5. Ability to lead study teams; tailor methodologies to address project-specific objectives; and execute projects and/or studies within established financial and/or time constraints. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations with other technical and functional cyberspace SMEs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
