This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with Fort Riley Directorate of Emergency Services.
A Special Salary Rate is authorized for Department of Army Police Officers assigned to Fort Riley, Kansas.
Recruitment Incentives may be authorized and may be paid to newly appointed employees based on availability of funds.
Duties
Serve as a Watch Commander with overall command and control responsibilities during assigned shift.
Responsible for the operational status of all police officers who are involved in law enforcement, traffic control, investigations, and patrol activities.
Ensure assigned personnel properly execute law enforcement duties.
Maintain communications with law enforcement officers on patrol assignments.
Coordinate emergency responses between law enforcement, security, fire, and other emergency units.
Coordinate desk operations with prior and succeeding shifts to ensure incomplete actions are fully understood.
Plan work and prepare schedules for completion of work.
Distribute and balance the workload among employees.
Provide on-the-job training to new employees.
Use the National Crime Information Center (NCIC) and other local networks to provide information and to coordinate law enforcement efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to pass, prior to hiring, a physical and mental examination and undergo annual physical and mental examinations to ensure fitness for duty and must pass, within 6 months of hiring, a physical agility test.
- Must obtain and maintain current required certifications in CPR techniques and First Aid.
- This position requires the incumbent to carry a firearm.
- Must be proficient in the use of and qualify annually with assigned duty weapons.
- Employee must pass a Criminal History Background Check.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
- Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program).
- This position is covered by the Individual Reliability Program (IRP), and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
- Employee must obtain and maintain a Secret security clearance.
- Employee is required to obtain and maintain a valid state (and military) driver's license.
- Employee will be required to work rotating shifts, weekends, and holidays; and may be required to work overtime on an emergency basis.
- The wearing of uniforms is required and the employee may be required to wear protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, shield, and body armor.
- A high state of uniform appearance and personal hygiene will be maintained at all times.
- The face will be clean-shaven, except that mustaches are permitted. If a mustache is worn, it will be kept neatly trimmed, tapered, tidy, and will not present a chopped off appearance. Handlebar mustaches, goatees, and beards are not authorized.

- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Distributing and balancing workload among employees; (2) Providing on-the-job training; (3) Ensuring proper response to various calls for law enforcement services; AND (4) Coordinating emergency responses between law enforcement, security, fire, and/or other emergency units. This experience must have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
Required Certification: Must have successfully completed one of the following: Mixed Basic Police Officer Training Course at the Federal Law Enforcement Training Center (FLETC); Accredited civilian (Local or State) Law Enforcement Training Academy; Certified Military or Security Police training program (i.e. the United States Army Military Police School), or, if not previously certified, personnel must successfully complete a Police Officer Training Course when offered.
