About the Position: This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project. Serve as Procurement Analyst (Sys Admin) training and mentoring employees within the U.S. Army Engineer Research and Development Center, Contracting Office.

Duties

Guide new or junior personnel to understand their role in the overall mission, to actively participate in the work of the organization, to participate in identifying issues to be resolved or methods to be improved. Senior mentor to journeymen, analysts, specialists; provides guidance and advice on leadership, project management and/or communication issues. Serve as an objective confidant and advisor with whom the mentee may discuss work-related and other concerns related to career development and planning. Maintain program reference materials, project files and relevant background documents and makes available policies, procedures, and written instructions from the supervisor. Communicate the organization's strategic plan, mission, vision and values and ensures these are integrated into work plans, products and services, work strategies, goals and objectives.

  • Appointment requires a Non-sensitive, Moderate investigation; subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Defense Acquisition Workforce (DAWIA) Certification.
  • Annual Statement of Employment and Financial Disclosure OGE-450.
  • Approximately 25% travel to other duty locations.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-04 (GS-13/14) pay band. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration... Basic Education Requirements: To qualify for this position, you must meet the Basic Requirement for 1102 job series in addition to required experience. a) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR b) Education exemption: Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. OR c) Education exemption: Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. In addition to meeting the above basic education requirements, to qualify for this position you must also meet the below specialized experience: Specialized Experience: One year of specialized experience equivalent to the DJ-03 (GS-12) level in the Federal service or equivalent experience with the application of the E-Systems used to support contracting functions; conduct reviews of a full range of contracts, contracting plans, and contract changes; developing methods and procedures that assure all contractual documents are prepared and executed properly.
