Duties

This position is located within the Military Duty Active Guard Reserves (AGR) Management Branch of the Human Resources Office. Its purpose is to provide technical and administrative support and assistance to Human Resources Specialists (Military), and directly to supervisors and military personnel outside the personnel office in support of ARNG/AGR Reserve programs and personnel. Assigns and directs work for one or more assistants. Provides procedural guidance and assistance to managers, supervisors, and AGR personnel regarding AGR personnel benefits and services. Advises supervisors and AGR personnel on leave policies, i.e., ordinary and emergency leave, convalescent leave, absence without leave, and special passes. Implements the program for in processing of ARNG/ANG AGR personnel in coordination with Military Personnel Management Office/Military Personnel Flight. Upon selection, ensures required documentation for appointment is prepared and submitted to include initiating requests for requirements, benefits, and entitlements. Develops instructions and provides information involving a wide range of regulatory requirements concerning AGR personnel matters and pay administration. Analyzes, interprets, and clarifies policies, directives, and other issuances by the National Guard Bureau, Department of the Army, and Department of the Air Force for applicability to activities serviced. Takes appropriate action to comply with such directives and guidance or refers the matters to the proper functional staff for action. Coordinates publication of local policies and regulations. Serves as a point-of-contact regarding AGR benefits/services and ensures the proper processing of personnel actions to include tour extensions, reassignments, and separations. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Coordinates and authenticates required documentation regarding eligibility for extension of active-duty status in order to prepare requests for extension orders. May be required to issue DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) upon termination of active-duty status. Responsible for the maintenance of files necessary to reflect action taken on AGR personnel. Verifies prior service from applicable documents. Advises, counsels and/or refers AGR personnel and dependents to appropriate support/benefit programs, i.e., Veterans Administration, Dependency and Indemnity Compensation, and Civilian Health and Medical Program for Uniformed Services. Administers the retirement program for AGR personnel desiring to retire under the military retirement system and the Survivor Assistance program. Researches applicable records prior to counseling sessions. Assists AGR personnel in the preparation of retirement applications and related documents. Conducts retirement counseling for AGR personnel. Coordinates retirement action with MPMO/CBPO, separations/transfer activity and National Guard Bureau. Maintains grade ceilings and strength accountability. Monitors Expiration Term of Service, Mandatory Removal Date, and tour termination dates to ensure appropriate actions are taken before effective date. Coordinates with the SIDPERS Interface Branch to ensure coding in the SIDPERS database. Coordinates with the State Surgeon and forwards medical waivers to the National Guard Bureau for approval. Monitors periodic physical examination requirements and takes appropriate action to ensure physicals are accomplished within the established time frame. May issue identification cards to AGR personnel and their dependents. Ensures dependents are enrolled in the Defense Enrollment Eligibility Reporting Systems. Refers AGR personnel with drug or alcohol problems to appropriate office for assistance. May administer the Army Drug Abuse Prevention Control Program. Reviews separation procedures to ensure compliance with appropriate laws and regulations. Ensures amendments to tour orders have been prepared for separation. Determines eligibility of entitlement to separation pay upon termination. Directs the work of one or more subordinate HR assistants assigned to the services Section. Gives on-the-job training to new employees. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies. Distributes and balances workload among employees in accordance with established workload or job specification and assures timely accomplishment of assigned workload. Keeps supervisor advised with status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Spot checks work in progress and reviews completed work to ensure established work sequences, procedures, methods, and deadlines are followed.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

Qualifications

Military Grades: E1 - CW3 GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control. PLACEMENT STATUS/TENURE OF SELECTEE: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available. INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3).
