Transportation Assistant is within the Facility Management Services located at the VA Illiana Medical Center, Danville, IL. Must be able to work under minimal supervision and resolve problems associated with the work of the office. The position reports directly to the Automotive Mechanic Supervisor. Duties include collecting, compiling and tracking of data submitted by various Services within the three divisions for fleet services.
Duties
Coordinates, plans, budgets and maintains consistency in the fleet services program
Collect and analyses fleet metrics on a monthly, quarterly and annual basis submitting finished reports as required. Advises Supervisor of program matters based on trends being observed.
Researches rules, regulations, policies and procedures (i.e., CEOSH, FMR, state license requirements, local MCMs, GSA regulations, EPA requirements, AFV requirements, etc) to ensure the facility is always in compliance
Responsible for insuring that proper maintenance records are maintained on all vehicles and pieces of equipment assigned.
Manages the agencies onsite fueling station and is required to maintain records and certifications for Underground Storage Tanks (UST), ordering fuel as needed and serves as Transportation sections subject matter expert (SME) on allo matters relating to UST's.
Orders/cancels credit cards, reviews statements checking for fraud or misuse. Reconciles monthly and undergoes a monthly random audit with Fiscal Service.
During implementation of facility emergency plans, incumbent will be on standby and may be required to work nights, weekend and holidays.
Responsible for tracking all vehicle histories from time of purchase/donation to six (6) years past the turn-in or salvage/auction of each vehicle or piece of equipment) per credit card regulations) including filing all trip logs, credit card receipts, accident reports, pictures, repair slips.
Must be knowledgeable of computer applications such as SharePoint and CARS. Responsible for the Federal Automotive Statistical Tool (FAST) and Vehicle Utilization annual reports.
Work Schedule: 7:30 am - 4:00 pm with possible weekends &/or holidays as needed

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collecting, compiling, tracking and analyzing data and statistical information in support of transportation; contacting customers to determine transportation needs and requirements; managing schedules for daily activities; entering information into an automated tracking system; and communicating and treating customers in a courteous, tactful and respectful manner.

Physical Requirements: Work involves various physical demands requiring the employee to be versatile in the many functions performed. These include sedentary work performed at a desk with intermittent standing, walking, bending, and lifting of lightweight records or supplies. Work is performed in an office setting. Work is performed within view and hearing of patients and the general public. The Transportation Assistant has direct contact with patients and possible exposure to contagious diseases. Immediate attention is required for travel and patient funds activities, while lodging arrangements must be completed timely. Meeting these obligations may present varied demands on the Transportation Assistant. Patients may present skeptical, agitated, uncooperative, and some may become hostile or dangerous. The work environment is multifaceted, complex, and demanding.
