The incumbent is the Program Analyst to the ACOS for MH or designee and prepares national, VISN and facility level clinical and administrative reports pertaining to the Suicide Prevention Teams (SPT).
Duties
The work involves the execution of specific rules, regulations, or procedures and typically comprises a complete segment of an assignment or project of broader scope.
Incumbent works closely with the Group Practice Managers office to prepare reports for meetings with upper management.
Develops and recommends changes in Suicide prevention objectives, operations, strategic plans, and resource utilization and presents recommendations and conclusions to Suicide Prevention leadership for us in the development and execution of section operations.
Attends Suicide Prevention meetings and national meetings as needed. Analyses dates using local, VISN, and national data bases and reporting systems to provide information for us in the evaluation of clinical program effectiveness and efficiency.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For the GS-09 position, you must have served 52 weeks at the GS-07. For the GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Grade determination GS-07:
You may qualify based on your experience and/or education as described below:
(1) Education: One full year of graduate level education or Superior academic achievement. Note: the work of the Program Analyst is sufficiently technical or specialized, therefore, graduate education alone may not provide the knowledge, and/or skill to perform the work. Course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. (Must Provide Transcripts)
(2) Education and Experience: Combinations of successfully undergraduate education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-07 grade level. (Must Provide Transcripts)
(3) Specialized Experience: Under limited supervision, you must have one year of specialized experience, equivalent to the GS-05 level, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and this experience is typically in or related to this position to be filled. This experience must be clearly identified in your resume. Specialized experience at this grade level will include but is not limited to: Collecting, compiling, analyze and present clinical and administrative data regarding provider production, labor mapping, SAIL measures, Risk ID, HRF dashboard, HRF consult management, high risk flags, behavioral autopsies, Veterans Crisis Line consults and other relevant reports.
Grade determination GS-09:
(1) Education: A master's or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree. Note: the work of the Program Analyst is sufficiently technical or specialized, therefore, graduate education alone may not provide the knowledge, and/or skill to perform the work. Course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. (Must Provide Transcripts)
(2) Combining Education and Experience: Only related graduate education in excess of one year may be combined with specialized experience for this grade level. (Must Provide Transcripts)
(3) Specialized Experience: One year of specialized experience, equivalent to the GS-07 level, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and this experience is typically in or related to this position to be filled. This experience must be clearly identified in your resume. Specialized experience at this grade level is more complex than the GS-07, which includes but is not limited to: Collecting, compiling, analyze and present clinical and administrative data regarding provider production, labor mapping, SAIL measures, Risk ID, HRF dashboard, HRF consult management, high risk flags, behavioral autopsies, Veterans Crisis Line consults and other relevant reports. Conducts clinical and other studies to determine Suicide Prevention needs.
Grade determination GS-11:
(1) Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Major study: Business, Computer Science, or Political Science) (Must Provide Transcripts).
(2) Combining Education and Experience: Only related graduate education in excess of one year may be combined with specialized experience for this grade level. (Must Provide Transcripts)
(3) Specialized Experience: Once year specialized experience, equivalent to the GS-09 level, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and this experience is typically in or related to this position to be filled. This experience must be clearly identified in your resume. Specialized experience at this grade level is more complex than the GS-09, which includes but is not limited to: Makes recommendations to management on resolving issues and presents recommendations both verbally and in writting. Physical Requirements: The work is typically sedentary. The employee may sit comfortably to do the work; however, there may be some walking, standing, bending and carrying of light items such as paper and insurance scanners. No special physical demands are required to do the work.
