Incumbent serves as the Chief of Engineering Service for the Mann-Grandstaff VA Medical Center by performing duties directly contributing to Engineering operations. Incumbent is responsible for directing, planning and coordinating all facility management aspects to include: engineering and design, maintenance and repair, operations, biomedical equipment, transportation, and interior design, improvements to real property and the day-to-day requirements to provide a healthy work environment.
Duties
The incumbent will participate in various service and Medical Center committees/Task Forces, such as, the Executive Leadership Board, Administrative Executive Council, Strategic Planning Committee, and Resource Management Board, which are concerned with short and long-range plans and overall station policies. Duties will include:
Program Administration and Planning (45%)
Has full administrative and managerial responsibility for the medical center's engineering program carried out by Engineering Service.
Utilizes knowledge related to the management of the overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing) to improve and maintain the healthcare system.
Develops long and short-range goals and plans, anticipates, develops and implements strategies to meet the healthcare system's short term and long-term strategic goals in a highly fluid environment, to include identifying needs and potential issues in operation of the service.
Establishes policies and procedures that affect the entire health care system. Establishes standards and goals and applies program management for Engineering Service.
Demonstrates a broad base of professional Engineering abilities with highly interrelated managerial abilities.
Ensures compliance with national internal, outside regulatory agency and organization, and healthcare industry standards (including but not limited to the Joint Commission, OSHA, NFPA, etc.), regulations, requirements, guides, policies, procedures, directives and general medical program requirements as they relate to healthcare engineering.
Formulates, implements, coordinates, and controls a comprehensive facility maintenance program, safety and environmental program, construction program, interior design, system furniture, clinical and administrative facility leases, and medical equipment program.
Responsible for the development and implementation of the medical center's construction program.
Provides guidance and oversight to the Maintenance and Repair (M&R) and Operations sections which maintains and operates all facilities and utilities systems at the facility.
Responsible for maintenance and repair of medical equipment and for providing assistance to the medical staff in the selection and utilization of medical equipment.
Provides support to Quality, Service and Value (QSV) service for development, implementation, and monitoring of the safety management program.
Budget Administration (15%)
Utilizes resources in an appropriate and cost-effective manner.
Responsible for full authority of Engineering Services fund control points (FCPs) across medical service, medical admin, and medical facilities functions.
Develops budgets and available resources, makes recommendations to senior leadership (Tetrad) regarding needs and distribution of resources.
Quality Improvement & Productivity (10%)
Establishes an annual training program, career development programs, and targets compliance with annual performance measures.
Participates in internal and external reviews within the facility.
Implements and adheres to Joint Commission guidelines and standards.
Serves as an integral part of the management team and participates on quality improvement/system redesign/LEAN teams. Assures employees receive appropriate quality improvement, system redesign, LEAN, etc. training.
Develops plans for the measurement and efficiency of quality and productivity of Engineering Service.
Supervision (30%)
Manages personnel management issues within Engineering Services. This includes recommending action on hiring, promotions, selections, awards and disciplinary actions.
Investigates employee complaints and implements or recommends appropriate action.
Assures performance standards are in place and deadlines are met for employee appraisals and competencies.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Interviews candidates for positions, recommends appointments, advancements, or when appropriate, disciplinary actions, evaluates performance and identify continuing education and training need, assisting in recruiting and retaining a high-performing work force.
Identifies developmental and training needs of employees, and will provide or arrange for needed development and training.
Administer disciplinary measures, such as warnings and reprimands, and recommend other action in more serious cases.
Review and approve serious disciplinary actions (e.g., suspensions) involving nonsupervisory subordinates.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Education:
(1) Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
Foreign Education. To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined in paragraph 3.b. of this appendix.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-14 Supervisory Healthcare Engineer (Chief)
Experience: One year of experience equivalent to the next lower grade.
AND
Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
(a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities.
(b) Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing).
(c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers.
(d) Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations.
(e) Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system.
(f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions.
(g) Skill in complying with national internal and outside regulatory agency and organization (including, but not limited to TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
(h) Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment.
(i) Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs.
Preferred Experience:
Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety, and safety engineering.
Experience in managing human resource functions such as hiring, performance, training, and development.
Experience in supporting VISN and Capital and Energy engineers in the administration of programs.
Experience in providing technical advice on a wide range of engineering issues, including the strategic capital investment plan, capital asset inventory, capital asset resource survey, deferred maintenance, and management of an engineering department.

The full performance level of this vacancy is GS-14.
