This position is located in the Primary Care Services of he Community Based Outpatient Clinics and reports to Veterans health Administration (VHA), Martinsburg, WV. The primary purpose of this position is to serve as the functional expert for issues pertaining to the CBOC primary Care Team and to fulfill President Lincoln's promise, "To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's veterans.

Duties

Use of word processing software to produce a variety of documents such as encounter forms, treatment plans, specialty procedures (such as EKGs); uses database software to enter, revise, sort and retrieve data for reports or review; transmits and receives documents and messages electronically using a personal computer workstation networked or linked to other clinic computers or workstations and to Martinsburg and other VA facilities through a central processing unit. Possesses knowledge of multiple programs in VISTA and understands the interaction of various programs to determine impact on patients and other services. Responsible for identifying patient medical emergencies and notifying the appropriate medical staff, initiating basic life support measures needed and maintaining CPR certification. Performs venipuncture and instructs patients in proper procedures for preparing for blood test, bleeding time test, 24 hour urine collection, and collection on specimens for culture and sensitivity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 6 position you must have served 52 weeks at the GS 5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Performing venipuncture and instructing patients in proper procedures for preparing for blood test, bleeding time test, 24 hour urine collection, and collection on specimens for culture and sensitivity. Extensive experience providing all facets of activities in a health care environment. Uses appointment management option to access appointment information for scheduling of outpatient services. Work involved communicating with patients, family members, professional hospital and/or clinical staff. Demonstrates the ability to express thoughts in a clear, concise manner. Demonstrates experience using tact and diplomacy in problem resolution and dealing with difficult patients and/or co-workers. This experience may have been gained while working in a complex medical center or hospital facility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate education or an internship that meets the specialized experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Must be able to assist patients who need help with standing, walking and sitting if needed. Must be able to stand and walk for long periods of time while working in the lab environment. Must be able to sit for long periods of time while on the ACD system. The physical demands require repetition of sitting, standing, twisting, bending, stretching, walking, and lifting. Education
